Direct contracting, by exemption from bidding, of the company Instituto Negócios Públicos do Brasil for the supply of 9 (nine) registrations for the training of civil servants in the '7th National Seminar on Outsourcing of Services', which aims to train public managers and civil servants for the strengthening of governance in the contracting and management of outsourced services, promoting the development of skills related to contract planning (ETP and TR), detailed analysis of cost spreadsheets and pricing, application of IMR, risk management, contract supervision, renegotiation, and use of technologies and artificial intelligence applied to outsourcing, with a view to improving public management and achieving institutional objectives, which will be held from 11/16/2026 to 11/19/2026, in the city of Foz do Iguaçu/PR, in person, with a total workload of 32 (thirty-two) hours. 1.2 Need for Contracting: 1.2.1 In alignment with best public management practices and seeking to improve institutional effectiveness, we structure our actions based on concrete data. The execution of the situational and climate diagnosis, prepared in September/2025, served as the foundation for the construction of the current Training Plan, which was approved by Ordinance nº 286-R, of 10/28/2025, as published on the website https://formacoes.sedu.es.gov.br/formacoes-da-AREA-administrativa 1.2.2 To ensure the strategic direction of these actions, the Governance Committee for Continuous Training in Public Management and Contracting - COGFOR was established within the State Secretariat of Education - SEDU, responsible for monitoring, articulating, ensuring feasibility, and overseeing the Integrated Plan for Continuous Training in Public Management and Contracting of SEDU. 1.2.3 The Committee was formally established to plan, articulate, monitor, evaluate, and oversee the actions provided for in the Integrated Plan for Continuous Training in Public Management and Contracting of SEDU, approved by Ordinance nº 287-R, constituting a strategic governance body in the macro-process of administrative contracting of this Secretariat. The attributions conferred to COGFOR, under the terms of art. 2º of Ordinance nº 287-R, require a high degree of technical mastery, institutional maturity, conceptual alignment, and adherence to the principles of public governance, integrity, transparency, and competency-based management, especially in monitoring indicators, proposing continuous improvements, and consolidating strategic reports for senior management. 1.2.4 The present demand aims to acquire 9 (nine) spots in the 7th National Seminar on Outsourcing of Services. The contracting is justified by the need for technical improvement and continuous updating of professionals working with the contracting and management of outsourced services. 1.2.5 The participation of public servants in the 7th National Seminar on Outsourcing of Services aims to train public managers and civil servants to improve the planning, procedural instruction, preparation of budget spreadsheets, and supervision of continuous outsourced service contracts with and without exclusive labor dedication. 1.2.6 It should be noted that participation in the aforementioned Seminar directly reflects in the improvement of internal organizational processes. Access to updated knowledge, effective institutional diagnoses, and the exchange of successful experiences developed by other national public institutions will equip civil servants with tools to improve administrative efficiency and ensure greater legal certainty to SEDU's management acts. 1.2.7 The Seminar stands out for bringing together high added-value differentials, divided into practical and immersive axes. Among the main technical highlights are the workshops dedicated to demystifying and analytically assembling cost spreadsheets and pricing, structuring auditable ETP and TR, the impacts of the Tax Reform on outsourcing contracts, rules for executability and qualification, as well as solutions for withholdings, renegotiations, escrow accounts, and the use of artificial intelligence in process optimization. 1.2.8 The intended contracting is fully justified by the close correlation between the training objectives and the technical differentials presented by the event organizer, demonstrating the uniqueness of the object.
