A REGIÃO DA BACIA 02 APRESENTA IMPORTÂNCIA ESTRATÉGICA PARA O MUNICÍPIO, POR CONCENTRAR EQUIPAMENTOS URBANOS DE GRANDE CIRCULAÇÃO E RELEVÂNCIA SOCIAL, COMO A UNIVERSIDADE FEDERAL DE SERGIPE (UFS) E O CENTRO COMERCIAL EDUARDO GOMES. ESSES POLOS GERAM INTENSO FLUXO DE PESSOAS E VEÍCULOS E, EM PERÍODOS DE CHUVAS INTENSAS, SOFREM IMPACTOS DIRETOS CAUSADOS PELO ACÚMULO DE ÁGUAS PLUVIAIS, COMPROMETENDO A MOBILIDADE, O FUNCIONAMENTO DAS ATIVIDADES ECONÔMICAS E A SEGURANÇA DA POPULAÇÃO.
