The Government of the Dominican Republic has received financing from the World Bank to cover the cost of the Support Project for the Implementation of the State Reform and Modernization Plan, through the Ministry of Public Administration (MAP), and intends to apply part of the funds to the contracting of consulting services.
The consulting services ("the Services") comprise the design, development, and support for the implementation of the Public Administration Enterprise Architecture, applying a methodology compatible with the PAERA/GovStack frameworks, or with equivalent frameworks compatible with the Digital Public Infrastructure (DPI) approach. They include the diagnosis of the current situation (AS-IS) and the definition of the target state (TO-BE); its translation into a Solutions Architecture based on reusable components (building blocks), standards, open standards, and blueprints; the design of the interoperability layer and the State's shared digital infrastructure; the architecture governance model; a phased implementation roadmap with the execution of at least two (2) pilots; and the design and implementation of a Holistic Data Management Model that allows for the strategic, secure, and efficient use of data at the governmental level, accompanied by a knowledge transfer and capacity building program. The consultancy will have an estimated duration of twelve (12) months, starting from the signing of the contract.
