1. The Ministry of Infrastructure and Technology (MIT) (formerly Ministry of Transport and Public Works (MTOP) and later renamed Ministry of Infrastructure and Transport (MIT)) has received financing from the World Bank to partially finance the cost of the Emergency Resilient Reconstruction Project, and intends to apply part of the funds from this to make payments under the contract for Hiring an ANT-accredited school for the training of women in the operation of heavy equipment and machinery nationwide.
2. The Ministry of Infrastructure and Technology (MIT) invites Bidders to submit Bids in sealed envelopes for the Hiring of an ANT-accredited school for the training of women in the operation of heavy equipment and machinery nationwide.

The bidding will be carried out through international competitive procurement using a Request for Bids (RFB), as provided in the "Procurement Regulations for Investment Project Financing Borrowers, fourth edition, November 2020 (the "Procurement Regulations"), and is open to all eligible Bidders as stipulated in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation procedure set forth in the bidding documents. The following weights will be applied for the Scored Criteria (including non-price technical factors): (40%) forty percent and for the bid cost: (60%) sixty percent.

6. Bids must be addressed to the address below no later than September 15, 2026, at 14:00 (Continental Ecuador Time). Electronic submission of Bids is not permitted. The outer envelopes of the Bid marked "ORIGINAL BID" and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of designated representatives of the Bidders and anyone who chooses to attend, at the address below on September 15, 2026, at 14:15 (Continental Ecuador Time).
