A summary of the work to be performed is presented below: The Terms of Reference (TOR) contemplate the hiring of a specialist to carry out the actuarial valuation of the IGSS IVS Scheme using the ILO/PENSIONS model. The consultancy includes data processing and validation, model configuration and calibration, hypothesis formulation, demographic and financial projections, consistency and sensitivity testing, alternative scenario analysis, preparation of the actuarial report, and knowledge transfer to the IGSS technical team. The contract includes the following three deliverables: • Deliverable 1: work plan, data diagnosis, databases, and preliminary hypotheses. • Deliverable 2: configured and calibrated model and draft report with a baseline scenario, sensitivity analysis, among other requirements. • Deliverable 3: final report, definitive model, executive summary, and presentation of results. The work will be primarily remote, with the possibility of meetings, workshops, and missions financed by the ILO. Technical supervision will be the responsibility of the Social Protection Department and the ILO Office in San José. Payments will be conditional upon written approval of each deliverable by the ILO. The required profile includes actuarial or quantitative training, at least eight years of experience, knowledge in pension valuations, database processing, and actuarial projections, as well as advanced proficiency in Excel and tools such as R, Stata, Python, or SQL.
