Se presenta un resumen del trabajo a realizar: La consultoría analizará la contribución de las personas trabajadoras migrantes que realizan trabajo de cuidados en los hogares al sostenimiento de los sistemas de cuidados en los países de destino, así como los impactos sociales y económicos en los países de origen. El estudio, alineado con la Resolución de la OIT sobre Trabajo Decente y Economía del Cuidado (CIT, 2024), examinará la interacción entre la migración laboral, las desigualdades de género y la organización social del cuidado para generar evidencia y recomendaciones de política pública en materia de migración laboral, cuidados y protección social. Tendrá un alcance regional, con énfasis en corredores migratorios vinculados al trabajo de cuidados (al menos 6 países de Iberoamérica). Se utilizará una metodología de métodos mixtos que combinará análisis cuantitativo de encuestas y otras fuentes estadísticas, en coordinación con la CEPAL, con investigación cualitativa mediante entrevistas a actores clave y revisión de marcos normativos y políticas de migración, protección social y cuidados en países de origen y destino. La consultoría deberá formular orientaciones de política pública dirigidas a fortalecer la gobernanza de la migración laboral, promover el trabajo decente en la economía del cuidado y avanzar hacia sistemas de cuidados más inclusivos, con enfoque de género, derechos e interseccionalidad.
