COPERNICUS SPACE COMPONENT - COMPETITIVE FRAME CONTRACTS -ESA Ground Segment Operations Framework Production Service This procurement targets the delivery of the Copernicus Sentinels Production Operations Service (Copernicus Production Service). The CopernicusProduction Service is a key element of the Copernicus Space Component (CSC) operations in charge of generating the Copernicus user level data for each Sentinel satellite, starting from the acquired satellite data stream. The Copernicus Production Service includesthe following functionalities:-Systematic production for processing all the satellite data acquired into a set of pre-defined user level data that are made systematically and fully available to users;-On-demand production, allowing the generation of any user level data from archived lower level user data -Reprocessing, for the bulk re-generation of user level data Copernicus Production Service will be based on service providers' technical solution in line with the ESA defined interfaces, and the use of the Instrument Data Processors (IPF) provided by ESA for the generation of the user level data.The performance of the Copernicus Production Service will be managed through a Service Level Agreement and the measurement of the service performance itself through a set of Key Performance Indicators.The Copernicus Production Service will be procured through the ESA Framework Agreements procedure, as established at Article 15 of ESA Procurement Regulations (ESA/REG/001, rev. 3 which can be downloaded at the following URL: http://emits.sso.esa.int/emits/owa/emits.main). This procedure follows a two-steps procurement approach:-Step 1 - Qualification Phase: Qualification process established through an Open Competition (Frame Invitation To Tender - Frame ITT) resulting in the award of Frame Contracts between the Agency and several service providers. Step 1 bidding period will be open until December 2021 at the earliest. -Step 2 - Implementation Phase: Restricted Competitions (Request for Proposal - RFP) between the Frame Contractors qualified under Step1resulting into the award of Work Order(s) between the Agency and one or more Frame Contractors for the implementation of the Copernicus Production Service.The Copernicus Production Service procurement is funded by the Copernicus Programme and will be open exclusively to economic operators which have their registered office in an EU Member State or a State participating in the Copernicus Programme.The Frame ITT package (Cover Letter, Frame Statement of Work, Special Conditions of Tender, Draft Frame Contract) will be available on ESA tendering website (EMITS http://emits.sso.esa.int/emits/owa/emits.main). In order to access the ITT Package from EMITS, Tenderers must be registered in esa-star as a potential ESA supplier. Any Tenderer which is not yet registered with ESA as a potential supplier must complete the online questionnaire on esa-star, under the tab "Entity registration". Further information onthe registration process can be found in ESA's INDUSTRY PORTAL available at:http://www.esa.int/About_Us/Business_with_ESA/esa-star_open_for_businessPlease note that esa-star allows two levels of entity registration: "Light" and "Valid Full". This allows new users wishing to do business with ESA to carry out their registration in two steps. A "Light" registration will grant access to all esa-star services up to and including proposal submission. The award of ESA contracts requires registration.to have status "Valid Full"
