Each municipality will complete and adopt its own strategic plan. The municipalities involved are: The County of St. Paul No. 10 The Town of Elk Point The Town of St. Paul The Summer Village of Horseshoe Bay The engagement of a single consultant is intended to provide coordination efficiencies, consistency of facilitation, and the opportunity to consider strategic alignment where municipalities already collaborate through shared service agreements. This assignment is municipal-focused. It is not the development of a regional strategic plan and does not and should not imply amalgamation at any state or stage.
