Description

The WCB is inviting your firm to submit a Proposal for the following: The WCB requires the service of a professional courier company to pick-up and deliver various parcels in a cost effective and timely manner within the perimeter of the City of Winnipeg and some scheduled runs outside the perimeter of the City of Winnipeg.Description of ServicesThe WCB requires the Contractor to perform the following:a. Ability to provide both scheduled and on-demand courier services.b. Capacity to service all designated delivery locations.c. Provide a dedicated courier driver.d. Coordination and Scheduling pick-ups and deliveries between specified locations.e. Provide round-trip service, including the return of documents, materials, or internal mail to the originating location.f. Ensure prompt and reliable pick-up and delivery of items.g. Maintain security and confidentiality of all parcels/documents handled.h. Offer tracking and reporting of courier activities.i. Provide customer service contact process and complaint resolution process.j. Provide backup coverage in the event of service disruptions or courier driver absences.Scheduled Courier Services - Courier services that occur on a recurring or prearranged basis at set times or routes.On-demand Courier Services - Courier services are needed for urgent or unscheduled deliveries.Round trip may be required.Service levels* offered:•Regular service: standard courier services for routine shipments.•VIP service: higher-priority courier services with enhanced handling and faster response times.•Executive service: Premium dedicated courier services intended for highly sensitive or critical deliveries.*Vendor to provide detailed information about what is included in their service levels.The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule. Services are not required on statutory holidays when the WCB offices are closed.The Vendor must have experience and knowledge with the following:a. Minimum of five (5) years' experience in providing courier services.b. Minimum of five (5) years' experience with servicing similar organizations or environments.The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):Provide an on-line system* that that enables the WCB to enter, managed, and track shipments efficiently :Recommended features:i. To track shipmentsii. New order entryiii. Identify/add/delete/modify a pickup and delivery addressiv. Show delivery detailsv. Confirmation of a received ordervi. Order entry statusvii. Ability to add an address to the address bookviii. Reporting function capacityix. Shipment summary*Vendor to provide detailed information for an on-line system and training. Must be able to still accept courier requests by telephone.The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.The WCB requires the Successful Vendor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Vendor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.No minimum contract value will be committed to and the WCB reserves the right to use other service providers offering similar or same services, as the WCB determines necessary in its unfettered discretion.It is expected the Services will be required for an initial period of three (3) years with a preferred start date of July 13, 2026. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to two (2) years.
