CREDENTIALING OF INDIVIDUALS FOR THE PROVISION OF PROFESSIONAL SERVICES AS NURSES, NURSING TECHNICIANS AND SOCIAL WORKERS, INTENDED TO MEET THE NEEDS OF THE MUNICIPAL HEALTH SECRETARIAT OF THE MUNICIPALITY OF IVATUBA/PR The Municipal Health Secretariat identified the need to contract professional services from Nurses and Nursing Technicians to work at the Municipal 24-Hour UBS, given the insufficiency of staff to meet, continuously, efficiently and safely, the growing demand from the population using the Unified Health System (SUS). Currently, the Municipal Health Secretariat has 06 (six) nurses, of whom 02 (two) work at the Dr. Nelson Gomes UBS and the Jardim Refúgio Health Post, and 04 (four) are assigned to the Municipal 24-Hour UBS. However, one of the nurses at the Municipal 24-Hour UBS is pregnant and, due to her gestational status, is already on leave from work, awaiting the start of maternity leave. This situation has effectively reduced the number of professionals available for care at the unit, compromising the composition of schedules and overburdening the other staff members. Regarding Nursing Technicians, the Municipal Health Secretariat currently has 06 (six) professionals, 02 (two) of whom are assigned to the Dr. Nelson Gomes UBS, who also provide care at the Jardim Refúgio Health Post, and 04 (four) are in active service at the Municipal 24-Hour UBS. The current number available at the unit is insufficient to meet the existing demand, especially considering the need to cover vacations, legal leaves, and medical certificates, circumstances that have required constant team reallocation and caused significant workload for the professionals in service. In recent months, the Municipal 24-Hour UBS has significantly expanded the services offered to the population, now including pharmaceutical care for dispensing medications and specialized medical consultations in Cardiology, Psychiatry, and Orthopedics. This expansion has resulted in a significant increase in patient flow and, consequently, in the demand for nursing and nursing technician services. The increase in the number of attendances requires greater support from the care team, responsible for user reception, risk classification, vital signs monitoring, medication administration, procedures, sample collection, clinical monitoring, support for medical care, and other activities inherent to the unit's operation. In addition to the overload faced by the staff, the Administration has been registering a significant increase in overtime expenses, and the maintenance of this situation could compromise the occupational health of the staff currently in service, increasing the risk of leave due to physical and mental overload, as well as harming the continuity of care provided to the population. Although indispensable in exceptional situations, this measure represents a high cost for the Municipality, being less advantageous than hiring new professionals for regular staffing of work schedules. It should also be noted that the Municipal Health Secretariat has already requested the realization of a Simplified Selection Process (PSS) and a Public Competition to recompose the staff. However, due to the administrative and legal procedures required for these processes, it has not yet been possible to make new hires, and the immediate need to meet the existing demand remains. In addition to the need to hire Nursing professionals, the Municipal Health Secretariat has identified the need to credential 01 (one) Social Worker to meet the demands of social assistance services linked to health.
