Original language: PortugueseCredenciar leiloeiros oficiais para a realização de leilões na modalidade presencial, online/virtual ou presencial e online/virtual simultaneamente, mediante demanda, destinados ao desfazimento de veículos automotores e demais bens móveis de propriedade da Prefeitura Municipal de Mirangaba – BA, com o percentual de 5% (cinco por cento) sobre os valores arrematados.
O credenciamento ora pretendido, justifica-se no princípio constitucional da economicidade e eficiência, onde a Administração Pública Municipal resolve promover hasta pública destinados à alienação de veículos automotores e demais bens móveis inservíveis de qualquer natureza. A retirada de tais bens do acervo patrimonial através do Leilão resulta na redução das despesas operacionais e de armazenagem, como também na captação de receita de capital derivada da alienação desses bens.
1.2. Esta contratação se dará por meio de Inexigibilidade de Licitação, via procedimento auxiliar CREDENCIAMENTO, com fulcro no Art. 74, Inc. IV, Art. 78, Inc. I e Art. 79 da Lei 14.133/21.
1.3. Por fim, a opção pela contratação direta, via credenciamento, se deu em virtude da inexistência de profissional capacitado no quadro de servidores municipais e o critério de seleção é o previsto no art. 79, inciso I, da Lei Federal nº 14.133/2021, “paralela e não excludente: caso em que é viável e vantajosa para a Administração a realização de contratações simultâneas em condições padronizadas.”
