1. Background
The Government of Lebanon has secured financing under the Green Agri-Food Transformation for Economic Recovery (GATE) Project, supported by the World Bank. Under this Project, Sub-component 1.2 (“Access to Finance for SMEs”) is implemented by Kafalat SAL as the designated Implementing Agency. This Sub-component supports the provision of direct SME lending managed and administered by Kafalat, with a dedicated Project Management Unit (PMU) responsible for credit operations, fiduciary oversight, procurement, safeguards, and monitoring. To ensure effective execution, Kafalat will establish this PMU in line with the Subsidiary Agreement and Project Operations Manual (POM).
2. Objective of the Assignment
The objective of this assignment is to recruit a full-time Credit Administration Officer to support the efficient administration and operational processing of SME lending activities under Subcomponent 1.2, ensuring completeness of documentation, compliance with internal procedures and project requirements, proper file management, timely coordination with stakeholders, and accurate updating of records and systems.
3. Scope of Work
The Credit Administration Officer will:
- Receive, organize, and maintain SME loan applications and supporting documentation, ensuring proper filing, archiving, scanning, and maintenance of complete physical and electronic credit files.
- Verify completeness and accuracy of all legal, financial, operational, and collateral-related documentation in accordance with the Lending Manual, application checklist, and operational procedures.
- Ensure all required declarations, undertakings, approvals, and legal documents are properly signed and filed.
- Track and monitor the validity and renewal of supporting documentation, including licenses, commercial registrations, insurance policies, and collateral-related records.
- Support the preparation and circulation of loan files for appraisal and Credit Committee review.
- Check that every SME credit file contains all mandatory legal documents required prior to loan approval and disbursement, in line with Kafalat's internal procedures and the GATE Project legal framework.
- Coordinate with internal departments to ensure timely processing of applications and follow up with SMEs on missing documents, outstanding conditions, and other collateral-related matters.
- Prepare and submit requests for credit information via the Central des Risques platform, and coordinate with Compliance, AML/KYC, and credit bureau agencies to ensure proper maintenance of customer due diligence documentation.
- Maintain accurate, consistent, and up-to-date information within the Loan Management System (LMS) and other tracking systems, including updated records of all submitted, pending, approved, rejected, and disbursed applications.
- Support the implementation and enhancement of credit administration processes, controls, and operational workflows, and escalate operational bottlenecks or file deficiencies to management.

4. Qualifications and Skills
- Bachelor's degree in Finance, Banking, Accounting, Business Administration, Economics, Law, or a related field. A Master's degree or professional certification is an asset.
- Minimum 5 years of relevant experience in credit administration, loan operations, credit documentation, or banking operations, preferably within a commercial bank or financial institution.
- Good working knowledge of Lebanese legal and regulatory requirements applicable to commercial documentation and collateral (pledges, mortgages, guarantees).
- Strong knowledge of lending operations, collateral management, and credit administration procedures.
- Experience working with Loan Management Systems (LMS), banking systems, or credit administration platforms.
- Good understanding of KYC, AML, compliance, and documentation requirements.
- Strong organizational skills, attention to detail, and proficiency in Microsoft Office applications.
- Excellent command of Arabic and English; strong communication and coordination skills.
