BALANCE STUDY, SURVEY, DESIGN, PREPARATION OF BID DOCUMENTS AND ASSISTANCE
IN BID EVALUATION FOR THE DOWNSTREAM WORKS OF RIVIERE DES ANGUILLES
WATER TREATMENT PLANT

1. The Government of Mauritius represented by the Central Water Authority has secured funds from Arab
Bank for Economic Development in Africa (BADEA). The Authority has allocated the funds to be used
for the acquisition of Consultancy services for the feasibility study and detailed design including
a water balance study, survey, design, preparation of bid document and assistance in bid evaluation for
the downstream works of Riviere des Anguilles Water Treatment Plant.

2. The Entity now invites eligible consultants to submit expressions of interest for consultancy
described above.
3. Project Description
With the planned construction of the Rivière des Anguilles Dam in the southern region of the Republic
of Mauritius, to be undertaken by the Water Resources Commission (WRC), a strategic enhancement in
the management and utilization of the country’s water resources is anticipated. This major
infrastructure initiative is designed to optimize the use of existing water reserves while also facilitating
the sustainable harnessing of additional resources from water courses.
Through an integrated and forward-looking approach, the project aims to effectively address both
current and projected water demands across multiple sectors, including potable water supply and
agricultural irrigation. By strengthening storage capacity and improving distribution efficiency, the
dam is expected to support long-term water security objectives for various planning horizons
extending up to the year 2050. Furthermore, it will contribute to the realization of a continuous,
reliable 24-hour water supply service, thereby enhancing resilience, supporting socio-economic
development, and improving overall quality of life.

This consultancy assignment will encompass the comprehensive undertaking of a feasibility study,
detailed engineering design, and the preparation of tender and bid documentation for the proposed
pipeline infrastructure. The scope of works includes the conveyance of treated water from the
Rivière des Anguilles Water Treatment Plant to designated service reservoirs, as well as the
development of associated service mains to facilitate the efficient distribution of potable water. The
project is specifically aimed at strengthening and expanding the water supply network across the
southern and south-western regions of the Republic of Mauritius, ensuring improved reliability,
capacity, and service coverage. By adopting a systematic and technically robust approach, the
consultancy will support the implementation of an integrated water distribution system capable of
meeting current demands while accommodating future growth and development needs.

4. The objectives of the Consultant should be as follows:
• Ensure a reliable potable water supply to the southern and south-western regions of the Republic
of Mauritius.
• Meet present and future water demand up to the year 2050.
• Develop and upgrade the downstream water distribution infrastructure.
• Design new trunk mains and distribution pipelines to convey treated water.
• Design new service reservoirs/rehabilitate existing reservoirs.
• Design for renewal and upgrading of existing pipelines within the network.
• Optimize the distribution of treated water from the Rivière des Anguilles Water Treatment Plant.
• Integrate the new water supply system with the existing distribution network.
• Undertake feasibility studies, detailed design, and preparation of bid documents to facilitate project
implementation.

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.
The form of association, where applicable, should be indicated in the Expression of Interest.

This procurement is restricted only to Arab, African or Arab-African firms according to the
6. procedures of BADEA and in coordination with the Government of Mauritius.
The Expressions of Interest will be evaluated in accordance with Section 1 – Part 5 of the Expression of
7. Interest (EOI) and against the criteria outlined in the attached forms and response to requirements stated
therein. The Central Water Authority will only reply to those Expressions of Interest short-listed for
invitation to tender from restricted firms from Arab, African or Arab-African firms. Applicants will be
expected to demonstrate in their Expression of Interest that they meet the requirements given.
