1. Type of order: supply The subject of the order is: supply of equipment, granting of licenses, and implementation of IT infrastructure software related to the task entitled: "Implementation of advanced cybersecurity solutions at Odolanowski Zakład Komunalny sp. z o.o. as part of the 'Cybersecure Waterworks' project to improve the level of cybersecurity at Odolanowski Zakład Komunalny sp. z o.o., from the 'Cybersecure Waterworks' program, under the National Reconstruction and Resilience Plan, supporting a water and sewage company, Odolanowski Zakład Komunalny sp. z o.o., in accordance with the description below. The task constituting the subject of this procedure is carried out within the framework of a grant competition financed by the European Union's NextGenerationEU funds under the National Reconstruction and Resilience Plan, financed by the Instrument for Reconstruction and Resilience, Investment C3.1.1. Cybersecurity – CyberPL, data processing infrastructure, and optimization of state security services' infrastructure. Cybersecurity - Cybersecure Waterworks within the grant competition entitled "Cybersecure Waterworks" no. KPOD.05.10-CW.01-001/25 2. Detailed Description of the subject of the order: The subject of the order is the supply of a comprehensive solution, consisting of IT equipment, implementation, and configuration of a comprehensive teleinformatic infrastructure and cybersecurity systems for IT and OT environments, including hardware, software, licenses, and implementation services: 1) XDR software - 1 pc. 2) UTM-IT devices: Hardware - 2 pcs., License - 2 pcs. 3) IT Servers - 3 pcs. 4) Managed network devices: PoE Switch - 3 pcs., Aggregation Switch - 1 pc. 5) Central network authentication system - 1 pc. 6) Windows Server - 6 pcs. 7) CAL licenses - 20 pcs. 8) SIEM - 1 pc. 9) NAS - 2 pcs. 10) Virtualization platform - 1 pc. 11) Backup server - 1 pc. 12) Cloud backup service - 1 pc. 13) Infrastructure monitoring software - 1 pc. 14) Post-breach analysis software - 1 pc. 15) UPS - 3 pcs. 16) Rack cabinet - 1 pc. 17) IT infrastructure hardening service - 1 pc. 18) UTM - OT devices: Hardware - 2 pcs., License - 2 pcs. 19) OT Server - 3 pcs. 20) OT communication gateway - 12 pcs. 21) UPS - OT - 2 pcs. The Contracting Authority requires the supply of brand new products from legal sources. ATTENTION!!! The Contractor is obliged to supply ICT products, ICT services, or ICT processes not manufactured, provided, or supported by an entity recognized as a high-risk supplier based on a decision issued by the minister responsible for digitalization, in accordance with the Act of July 5, 2018, on the national cybersecurity system, Journal of Laws of 2026, item 20, as amended (hereinafter: "KSC"). The subject of the order includes: 1) delivery and installation of devices to the premises indicated by the Contracting Authority at the Contractor's cost and risk at the Contracting Authority's registered office, i.e., ul. Bartosza 7, 63-430 Odolanów, and at the sewage treatment plant located in Raczyce at ul. Komunalna 1, 63-430 Odolanów 2) brand new, unused equipment, free from defects, unencumbered by third-party rights, possessing the appropriate CE declaration/certificate of conformity or other equivalent/approvals issued in accordance with applicable law, must come from the manufacturer's official distribution channel 3) perpetual licenses for the use of installed systems, counted from the date of their implementation, except for licenses and subscriptions for UTM/NGFW class devices, for which time-limited licenses and subscriptions for a period of 36 months are permitted. 4) granting a 36-month warranty along with free service during the warranty period for the specified assortment – in accordance with the provisions of the Request for Proposals and the OPZ. Regardless of the rights arising from the warranty, the Contracting Authority reserves the right to claim damages for defects (rights arising from the warranty are not excluded or limited by the granting of the warranty) within 5 years from the signing of the final acceptance protocol, under the conditions specified in the Civil Code. 3. The Contracting Authority permits the supplementation of missing functionality during the implementation. Such supplementation must not affect the agreed implementation schedule. 4. The implemented advanced cybersecurity solutions must cooperate with the existing SCADA system for OT and the Integrated Information System (ZSI) that Odolanowski Zakład Komunalny sp. z o.o. has. Odolanowski Zakład Komunalny sp. z o.o. has implemented an integrated information system supplied by Unisoft sp. z o.o. 5. Requirements for the implementation of comprehensive solutions: 1) As part of the execution of the subject of the order, the Contractor is obliged to deliver equipment, software, and licenses, and implement advanced cybersecurity solutions by October 31, 2026. Licenses granted under the Agreement will be perpetual, counted from the date of their implementation, except for licenses and subscriptions for UTM/NGFW class devices, for which time-limited licenses and subscriptions for a period of 36 months are permitted. 2) The implementation should be divided into stages related to the delivery and commissioning of equipment and the productive launch of selected functionalities – cybersecurity solutions. The implementation schedule will be developed after the pre-implementation analysis. The schedule may be updated during implementation, with the consent of the Parties. The schedule will include the deadline for the complete implementation of advanced cybersecurity solutions. 3) The Contracting Authority declares that it is authorized to use and dispose of data and that it will provide data in a generally readable format for data transfer.
