Part 1 – Revitalization of the tenement house at 50 Piotrkowska Street in Łódź, including site development and necessary technical infrastructure in a "design and build" system

The investment task includes the comprehensive implementation of the investment process, which will result in the revitalization of the property located in Łódź at 50 Piotrkowska Street. The order will include the development of complete design and cost documentation for the investment, obtaining the necessary approvals and permits, and the execution of construction works related to the reconstruction of the front building and outbuildings, including a partial change in the use of the buildings, demolitions, site development, and necessary technical infrastructure elements of the property located at 50 Piotrkowska Street in Łódź. The project will be carried out within the plot of land no. 404/1 in area S-1, owned by the Municipality of Łódź. Connections to the municipal technical infrastructure, facade renovation, and reconstruction and restoration of balconies will be carried out within the roadway of Piotrkowska Street, i.e., plot no. 536/4, area S-1. The demolition of the external staircase will take place in the space adjacent to the plot at Narutowicza 4, i.e., plot no. 406/1, area S-1. The existing front tenement house and outbuildings will be rebuilt. The facility will undergo a partial change in its use on individual floors. The ground floor should accommodate service premises, residential premises, and utility rooms (bicycle storage, stroller storage) and waste rooms; the remaining floors will be intended for residential functions, commercial premises, and premises for other social functions and non-commercial activities. The basement level should accommodate technical rooms and storage units, and the remaining part should be backfilled. The existing external staircase with a gallery should be dismantled and restored. The courtyard should be developed in accordance with the concept attached to this PFU (Annex No. 1), taking into account the guidelines contained in Annex No. 4 (Guidelines for artistic courtyards). Renovation of the tenement house in terms of aesthetic development of the gable walls of neighboring buildings should also be foreseen. The number of residential and commercial premises specified in the PFU cannot be changed. Surface area indicators may change. The Ordering Party allows for changes in the location of development elements while maintaining their quantity. During the design work, solutions that are beneficial for the final revitalization effect, consistent with the assumptions of the Municipal Revitalization Program, should be chosen, taking into account social needs, economic and technological possibilities, and the long-term perspective of the implemented investment. The Ordering Party requires the granting or restoration of a proper technical standard of construction, compliant with applicable regulations, ensuring structural safety, fire safety, operational safety, protection against noise and vibrations, and rational energy consumption. When developing the design documentation and implementing the investment, the conservation guidelines attached to the PFU must be taken into account. The execution of the subject of the order must be in compliance with applicable laws, executive acts, technical knowledge, and technical standards. The design work should take into account the Ordinance No. 7120/VII/17 of the Mayor of the City of Łódź of October 20, 2017, on the introduction of the Łódź Accessibility Standard and the Guidelines for the implementation of equality principles within the framework of EU funds for the years 2021-2027. The facility should meet universal design standards. All actions taken must be in compliance with the principle of equal opportunities and non-discrimination, including accessibility for people with disabilities, the principle of equality between women and men, the Charter of Fundamental Rights of the European Union (CFR), and the Convention on the Rights of Persons with Disabilities (CRPD).
