Description

The Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project is being implemented by the Ministry of Gender; Labor; and Social Development (MGLSD) Uganda with technical support from the World Bank. The GROW program provides a package of business skills; financing; infrastructure linkages; and structured peer business networks, aimed at improving women‑owned firm growth and market access. The World Bank's Africa Gender Innovation Lab (GIL) is conducting an impact evaluation (IE) on the networks component of the GROW project. GIL is seeking to contract a qualified survey firm to administer a baseline survey prior to program rollout. The evaluation is a randomized controlled trial (RCT) to test whether business networks to GROW beneficiaries can enhance the growth of women-owned firms and support job creation. The firm will be responsible for: · Phone screening: recruitment and screening of eligible women from a provided sampling frame with telephone numbers. Screening calls to be made with up to 10,000 to reach the 4,000-study sample size. · Survey instrument preparation: digitizing the questionnaire in SurveyCTO, translating key terms into Luganda and other local languages, and pilot activities to pre-test questionnaire flow and understanding. · Baseline survey field work: conducting face-to-face interviews (60–90 minutes per respondent) with women business owners with key outcomes related to business performance, social and business networks, household dynamics, women's empowerment, access to finance, and psychosocial wellbeing. · Network group facilitation: support the assignment of 2,000 firms into 200 network groups to ensure sufficient take-up is achieved and facilitate the enumeration during network group sessions. · Data management : real-time data entry, daily high-frequency quality checks in Stata, and strict data confidentiality protocols. Key deliverables include a Field Procedure Plan, Training and Piloting Report, daily and bi-weekly progress reports, and a final cleaned dataset in Stata (.dta) format with codebook and technical report. The shortlisting criteria for the firm are: (i) skills in project management; (ii) capacity in field research, data management, and statistics, including a description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff; and (iii) strong quality assurance protocols, including interviewer supervision, logical validations, and back-checks. The firm must be locally based in Uganda, with a minimum of five years of survey management experience (preferably including RCTs), proven experience with survey software such as SurveyCTO, and sufficient staffing capacity. Key personnel must include a Survey Director, Statistician/Econometrician, Lead Data Officer, Field Supervisors, and enumerators meeting the qualifications specified in a full terms of reference (ToR). The baseline survey is expected to commence in November 2026, with final data package expected to be delivered by the end of January 2027.
