1. Summary
Bromford Flagship and LiveWest are seeking a specialist Data Migration Partner to deliver the migration of data and documents from the legacy estate of two legal entities into a Microsoft Dynamics 365 solution. The platform has been heavily customised for the UK Social Housing sector.
The purpose of this PME is to engage the market, particularly SMEs and boutique suppliers to understand capability, delivery approaches, and indicative pricing. The output will inform the design of a competitive flexible procurement process (CFP) with a contract expected to run 3–4 years and an estimated budget of £2-3 million.
2. SME Engagement & Delivery Model
We are particularly seeking engagement from the SME market, specifically organisations whose core business is large-scale data migration within the UK Public Sector Ideally the Housing sector.
Key Requirements:
•Suppliers must provide a named, dedicated delivery team for the duration of the contract.
•Single supplier only – consortia, partnerships, or subcontracting arrangements will not be accepted, based on prior experience with fragmented delivery.
•Suppliers must have demonstrable experience delivering large-scale Microsoft Dynamics 365 migrations, preferably in the UK Social Housing sector.
•The supplier must be capable of end-to-end delivery, ensuring continuity, accountability, and data integrity.
3. Purpose of Market Engagement
This preliminary engagement is intended to:
•Validate and refine the scope of requirements.
•Test potential delivery approaches and methodologies.
•Explore indicative pricing and commercial models.
•Assess SME capability and capacity.
4. Indicative Pricing Information
The Authority is seeking non-binding indicative pricing guidance from interested suppliers to assist with:
•Developing an appropriate procurement strategy
•Assessing affordability and value for money
•Informing the drafting of tender documentation

•Pricing provided is indicative only and will not form part of any subsequent evaluation.
•Suppliers will not be bound by any pricing submitted at this stage.
•Market insights, including indicative ranges, may be shared in summary with all potential bidders to ensure a fair competition.

How to respond
Suppliers are invited to respond to the PME questions set out in the published document by submitting a written response via email to:

Response format
There is no requirement to complete a portal-based questionnaire. Suppliers should respond directly to the questions outlined in the PME document.

The deadline for responses is 9th April 2026
