Agency: UNDP | Reference: UNDP-ZAF-00238 | Type: Request for proposal [SCOPE OF TENDER......]Under the direct supervision of the Project Manager and Programme Specialist, the consulting firm will carry out the following tasks:Task 1 – Requirements Gathering and Inception• Conduct structured consultations with the UNDP project team, Programme Specialist, and key users to define dashboard and portal requirements, agree on KPIs, and map available data sources and knowledge products.• Conceptualise and review the project’s Results Framework, monitoring tools, and existing datasets to understand the data landscape to be aligned or used in the dashboard.• Produce an Inception Report documenting agreed KPIs, data flow, dashboard architecture, portal information architecture, and wireframe/mock-ups of the proposed interfaces for UNDP review and approval before development begins.Task 2 – Data Integration and StructuringThe consulting firm will be responsible for designing and implementing a robust data integration and structuring process to ensure that project data is accurate, usable, secure, and ready for analytical and reporting purposes. This will include:• Cleaning, validating, and standardizing datasets using appropriate data engineering practices, including harmonizing country names, indicator labels, date formats, reporting periods, units of measurement, and categorical variables across different data sources.• Applying validation checks to ensure internal consistency between reported results, targets, indicators, reporting periods, and project metadata, and flagging anomalies or gaps for review by UNDP before analysis is finalized.• Ensuring all project data is securely stored, processed, and transferred in line with UNDP data privacy, information security, and data protection protocols. No project data shall be shared with unauthorized third parties, uploaded to unapproved platforms, or stored on personal devices.Task 3 – Dashboard Design and Development• Develop a visually appealing and intuitive dashboard using UNDP-approved business intelligence, data visualization, or reporting tools, ensuring that the platform is suitable for secure internal use, future updating, and institutional ownership.• Implement time-filtering capabilities that enable users to view aggregated results by year and semi-annual period, with the option to drill down by quarter. Build views disaggregated by country, intervention type, and gender where data permits.• Create clear and decision-oriented visualizations of key metrics, including enterprise formalization rates, access to finance, financial inclusion indicators, number of beneficiariesreached, gender -disaggregated participation, country comparisons, progress against targets, and changes over time.• Include an AI-enabled data exploration and modelling tool trained on the underlying dataset, allowing users to interact with the data through natural language queries. The portal will present baseline data while enabling users to model different scenarios by adjusting key variables and assumptions to assess potential outcomes.• Apply UNDP branding guidelines (colour palette, fonts, and logo placement) to all dashboard elements.• Ensure that the dashboard follows accessibility principles, including readable font sizes, sufficient colour contrast, keyboard navigation where supported, alternative text or clear labels for visuals, and design choices that support users with disabilities.Task 4 – Testing and Refinement• Share a Beta Dashboard with the UNDP project team for structured User Acceptance Testing (UAT).• Document and address all feedback from the UAT process prior to final delivery.• Conduct a minimum of two rounds of review and refinement with the project team.Task 5 – Documentation, Training, and Dashboard Handover• Prepare a user guide (maximum 10 pages) explaining how to navigate the dashboard, update data, and interpret key visualizations.• Prepare a brief technical manual documenting the data model, update procedures, and platform configuration for UNDP IT or future consultants.• Conduct virtual training sessions for UNDP staff on dashboard use and data maintenance.• Transfer all source files, data connection configurations, and access credentials to UNDP upon final approval.Task 6 – Knowledge Portal Design and Development• Conduct a content audit and consultation with the UNDP project team to identify all existing and forthcoming knowledge products to be hosted on the portal, including reports, policy briefs, toolkits, training materials, case studies, data briefs, and audio-visual resources.• Design the portal architecture, information taxonomy, and user experience (UX) flow, ensuring resources are easily discoverable through filtering by resource type, country, theme, language, and date.• Develop a responsive, publicly accessible online portal aligned with UNDP branding guidelines, compatible with standard browsers and optimised for desktop, tablet, and mobile devices.• Implement a content management system (CMS) or equivalent back- CONTACT: • Email: procurement.enquiries.za@undp.org
