Day Opportunities Quality Framework

Wigan Council is seeking to establish a Day Opportunities Quality Framework to deliver high-quality, person-centred support for adults with care and support needs across the Borough. The Framework is intended to support a diverse range of adults with differing levels of need. Providers must deliver flexible, responsive and outcome-focused services that enable adults to access the right support, in the right place, at the right time. Depending on individual needs, preferences and agreed outcomes, provision may be delivered: • at different times of the day, including full-day, half-day and bespoke sessional arrangements; • within specialist settings; • within mainstream community settings; • through outreach and neighbourhood-based support; • through a combination of building-based and community-based provision; and • through the appropriate use of digital tools, virtual support, assistive technology and technology-enabled care. The Day Opportunities Quality Framework is divided into the following Lots: Lot 1: Confidence and Community Connections Lot 2: Enablement Support and Living Well Lot 3: Specialist Ongoing Care and Support The Council intends to award all contracts under the Day Opportunities Quality Framework through a Direct Award process. Providers appointed to the Framework will be eligible to receive referrals and contract awards without the need for a further competitive procedure, subject to the requirements of the individual service user, the provisions of the Framework Agreement, and the Provider's ability to meet the assessed needs, desired outcomes and preferences of the individual. To provide preventative, enabling and community-connected support that helps people build confidence, develop skills, maintain or increase independence and become more actively involved in their local communities. Support will generally be light-touch or time-limited, acting as a springboard for adults of a working age into universal services, community opportunities, volunteering, employment or other forms of less formal support. To provide structured, personalised and enabling support for people who need more assistance than can be provided under Lot 1. Support will help people maintain, regain or develop daily living skills, communication, confidence, wellbeing and social connections. It is likely to be longer-term than Lot 1, although it should remain strengths-based, outcome-focused and responsive to people's potential for development or progression. To provide personalised, long-term support for people of all ages with complex, specialist or higher levels of need. Support will help people stay healthy, safe, comfortable and emotionally well, while maintaining stability and preventing avoidable crises or breakdowns in support arrangements. Providers will create safe, consistent and supportive environments, offering the right level of supervision and specialist support to meet individual needs.
