Subject of the procurement/procedure: Provision of teleradiology and medical imaging services. According to the prepared Terms of Reference, this procedure aims to procure teleradiology and medical imaging services for the patients of the Arad County Clinical Emergency Hospital. The subject of this procedure is the provision of teleradiology and medical imaging services to cover the UPU Radiology service of SCJU Arad 24 hours a day, RX and CT, excluding the on-call services performed by the hospital's own staff. Spitalul Clinic Județean de Urgență Arad will award subsequent public procurement contracts to the framework agreement only in compliance with the technical and financial conditions established in the framework agreement. The first subsequent contract will be signed upon award of the framework agreement, and the other subsequent contracts will be based on the specific needs of the contracting authority and available funds. The working schedule will be 24 hours a day, Monday to Friday, including public holidays. The time for interpretation and transmission of the written result for each patient to the beneficiary, in the hospital's electronic system, is a maximum of 60 minutes from the time of transmission to the PACS archive, the provider's viewing program, and the provider's telephone notification. For major emergencies, the on-call radiologist will be contacted by phone. By exception, this time interval may be exceeded by applying the emergency codes of the Emergency Reception Unit when the situation requires it and only at the request of the medical staff after prioritization and coding of the cases present at a given moment in the Emergency Reception Unit, or in exceptional cases that could not be foreseen by the Contracting Authority or the Provider (e.g., power outage, communication network failure, etc.). The services consist of remote interpretation of CT and RX examination images by authorized specialized personnel, with the provider making available to SCJU Arad the data transmission system, as well as the online platform for registration and archiving of images and results, which is secure and complies with DICOM standards. In case of a major emergency (disasters, accidents), the provider will assume, at no additional cost, the resizing of the resources made available to the hospital by supplementing the specialized personnel (radiologists), as needed. The provision of remote Radiology and Medical Imaging services will be carried out by electronic transmission of the patient's imaging examinations between the two locations of the parties, for remote interpretation and drafting of results by a specialized/primary radiologist with specific competencies. The teleradiology service operates with the help of the beneficiary's PACS system, which allows the radiologist (the provider's representative) to access, interpret, and draft the results of the examinations from the partner medical center, transmitting them securely to the beneficiary. The actual working method will be established after the contract is signed, through an operational procedure prepared by the beneficiary.
