Achiziția se va finaliza prin încheierea unui acord-cadru avand ca obiect prestare de servicii de transport aerian si servicii conexe, cu ofertanţii ale căror oferte vor fi declarate admisibile și clasate pe primele 5 locuri în clasamentul intermediar intocmit la finalizarea evaluarii ofertelor, dupa aplicarea criteriului de atribuire, respectiv prețul cel mai scazut/ tariful de serviciu- TS cel mai scazut. Acordul-cadru va fi valabil 48 luni începând cu data semnării acestuia de catre toate partile . Ulterior incheierii acordului-cadru vor fi atribuite, prin reluarea competitiei dintre operatorii economici semnatari ai acordului cadru,conform art. 110 din HG nr. 395/2016, contracte subsecvente de servicii de transport aerian intern si international de pasageri pentru destinațiile/clasele/durata/conditiile deplasarii stabilite de autoritatea contractanta in etapa de reluare a competitiei. La reluarea competiţiei, criteriul de atribuire aplicat de autoritatea contractantă va fi preţul cel mai scăzut al serviciilor de transport aerian de pasageri (calculat ca Σ preţ efectiv de achiziţie a biletului plătit către compania aeriană de transport + valoare taxe de zbor aferente + valoare Tarif de Serviciu), în condiţiile respectării tuturor cerinţelor specifice ale autorităţii contractante privind condiţiile deplasării (rută directă/indirectă, clasă de zbor, date şi ore de deplasare etc.), la care se va adauga pretul serviciilor conexe solicitate. Reluarea competiției se va desfășura offline. Cantitate minima-maxima pe durata acordului-cadru: 400- 2.300 bilete de avion/servicii de transport aerian; Cantitate minima-maxima pe contract subsecvent: 1-20 bilete de avion/servicii de transport aerian. Frecventa contractelor subsecvente:Minim 1 contract subsecvent- maxim 11 contracte subsecvente/luna. Valoare medie unitara bilet de avion (inclusiv Tarif serviciu): 500 euro.
