The software solution that is the subject of this procurement will be provided as Software as a Service (SaaS), being fully accessible via certified cloud infrastructure, hosted exclusively within the European Union or the European Economic Area. The solution will be provided following the signing of annual framework contracts, for the entire duration of the framework agreement, of a maximum of 48 months, in accordance with the applicable contractual and budgetary provisions. The framework agreement will be concluded with a single economic operator. The SaaS access fee includes all services necessary for the operationalization and use of the solution. The service delivery model must ensure both compliance with European and national regulations regarding security and data protection, as well as the flexibility needed to adapt to the institution's needs. Mandatory requirements: • Secure access: the software solution will be available via the internet, based on individual authentication, with advanced access control mechanisms (multi-factor authentication, Single Sign-On, differentiated roles, such as: user, administrator, supervisor). • Flexibility in service usage: the contract must allow for the adaptation of the number of active users, without imposing predefined minimum thresholds, with the possibility of gradual expansion of use. • Infrastructure compliant with standards: The Offeror will use cloud infrastructures or data centers certified ISO/IEC 27001, with compliance with ISO/IEC 27017 and ISO/IEC 27018 standards or equivalent being recommended, to guarantee data security and confidentiality. • Updates included: all updates, upgrades, and security patches will be provided automatically, at no additional cost to the beneficiary, ensuring continuous alignment with the latest technological and legislative standards. • Multilingual interface: the software solution must be fully available in Romanian or English, both at the interface level and at the level of documentation, user manuals, and guides. • Migration assistance: upon termination of the contract, the Offeror will assist the Beneficiary in downloading and fully transferring data, without information loss and without hidden additional costs. Algorithmic traceability: The Offeror is obliged to document the functioning of automated components (AI/ML) and to allow their auditing, to ensure transparency and compliance with the principles of technological neutrality.
