The realization of the investment objective “400kV Overhead Power Line Suceava-Bălți on the project section within Romania's territory” involves the following activities: • carrying out design services: adapting the technical project in correlation with the technical proposal, carrying out projects regarding the coexistence between the new energy objective and the public and private infrastructure it intersects, elaborating execution details; • construction of a cross-border overhead power line (LEA) 400 kV, between Suceava (Romania) and Bălți (Republic of Moldova), with a total length of approx. 142 km, of which approximately 93 km are on Romanian territory; • construction of a 400kV line bay in the 400/220/110/20 kV Suceava transformer substation, Suceava county (operational substation); • carrying out modifications in third-party installations at their interface. The construction is correlated with the project part concerning the 400kV LEA on the territory of the Republic of Moldova from the Bălți substation to the border between Romania and the Republic of Moldova on the Prut River. The general objective of the project is therefore to accelerate the integration of renewable energy sources in Romania, ensure the optimal evacuation of energy production, and facilitate cross-border energy exchanges by constructing 400 kV overhead power lines to increase the national electricity transmission capacity. The specific objectives of the project are: • construction of a cross-border overhead power line, LEA 400 kV, between Suceava (Romania) and Bălți (Republic of Moldova), with a total length of approx. 142 km, of which approximately 93 km are on Romanian territory; • construction of a 400kV line bay in the 400/220/110/20 kV Suceava transformer substation, Suceava county (operational substation); These objectives are combined with the construction of a 400/330kV Bălți system substation, near the existing Bălți substation. The contract realization duration is 52 months and consists of: - Design duration: 4 months from the date of issuance of the Administrative Order to Commence Design Activity - Estimated duration for making available to the Contractor the documents necessary for obtaining authorizations/approvals: 9 months - Duration for obtaining authorizations/approvals: 3 months - Works execution duration: 36 months from the Date of the execution order, which will be notified by the Beneficiary to the contractor at the time of transmitting the Administrative Order to Commence. For this project, there is a possibility of financing from non-reimbursable European funds (at this moment, an application has been submitted for access to funds from the Modernization Fund, but it has not yet been approved – under evaluation). The notion of Lot 1, Lot 2, and Lot 3 at the level of the technical specifications does not refer to “LOT” in the sense provided by procurement legislation, but refers to the phasing of the contract into 3 parts: LOT 1 - 400kV Bălţi LEA Bay in the 400kV Suceava substation; LOT 2 - Single-circuit 400kV LEA Suceava – Bălți section on Romanian territory; LOT 3 - Modifications in installations affected by the LEA construction. This procedure will conclude with a single contract that will cover all activities in this documentation.
