The contracting authority will conclude a framework agreement for a period of 48 months for air passenger transport services domestically and abroad, with at least 3 (three) economic operators (the maximum number being all admitted bidders), subsequently awarding, by re-competition among the signatories of the framework agreement, firm orders (which will replace the framework contract concluded under the framework agreement) for air passenger transport services domestically and abroad for the destinations/classes/duration/travel conditions established in the invitation to participate in the re-competition. The provision of services is necessary for the implementation of measures specific to the institution's field of activity and will be carried out in accordance with the requirements of the technical specifications. The awarding of firm service orders will be carried out in compliance with the conditions set forth in the framework agreement, by re-competition, whenever the need arises to organize travel domestically or abroad for dignitaries, employees, and/or delegations of the contracting authority, in economy class, business class, with weekend and without weekend, with checked baggage or others, as applicable. The frequency of concluding firm orders (subsequent contracts) is usually daily/weekly/monthly. The subject of the re-competition is the total price of air transport services requested by the contracting authority, with the award criterion being the lowest total price. The maximum estimated value of the framework agreement, for a period of 48 months, is 8,500,000 lei excluding VAT, calculated for a maximum estimated quantity of 2,000 airline tickets. The minimum estimated quantity of the framework agreement is 200 airline tickets. The estimated value of the largest subsequent contract (firm order) is 250,000 lei excluding VAT, calculated for a quantity of 10 airline tickets. The minimum estimated quantity of a subsequent contract (firm order) is 1 airline ticket. The minimum and maximum quantities (implicitly values) that the contracting authority initially establishes in the award documentation and, subsequently, in the framework agreement, represent estimates of quantities that may be requested over the entire duration of the framework agreement and not the exact quantities/values that will be purchased, the latter being able to be lower or equal to the estimated ones, depending on the actual needs of the contracting authority and the available funds for this purpose.
