The general objective of the investment is the rehabilitation, modernization, and energy efficiency of the educational infrastructure of the "A.T. Laurian" National College in Botoșani Municipality, in order to ensure adequate, safe conditions that meet current requirements for carrying out the educational process. The investment aims to bring the existing building up to current standards regarding construction quality, operational safety, energy efficiency, and user comfort, while respecting the regulations applicable to interventions on heritage properties. By carrying out the works, it contributes to improving the quality of public works in the field of education and to the sustainable development of Botoșani municipality, in line with the objectives of the financing program. The specific objectives to which the execution of the works contributes are: SO1 – Rehabilitation and modernization of educational infrastructure Carrying out intervention works on the existing construction, in order to ensure functional spaces adapted to the current requirements of the educational process. SO2 – Increasing operational safety Bringing the building up to the level of essential quality requirements, including structural stability and fire safety, in accordance with current legislation. SO3 – Improving energy performance Reducing energy consumption through interventions on the building envelope and modernization of installations, contributing to the reduction of operating costs and environmental impact. SO4 – Improving indoor environmental quality Ensuring optimal conditions of thermal, visual, and ventilation comfort necessary for carrying out educational activities. SO5 – Ensuring accessibility and inclusion Adapting the infrastructure for use by all categories of beneficiaries, including people with disabilities, in accordance with accessibility requirements. SO6 – Conservation and valorization of built heritage Carrying out interventions in a manner compatible with the building's status as a historical monument, preserving and enhancing existing architectural elements. SO7 – Increasing the quality of educational work Creating an adequate physical framework that supports modern educational activities and contributes to increasing the performance of the teaching process. The contractor is obliged to ensure the infrastructure's resilience to climate change, to respect and apply the "Do No Significant Harm" (DNSH) principle during the execution of the works, as requested in the technical specifications and the technical proposal, and to submit supporting documents regarding the fulfillment of obligations related to respecting the DNSH principles, as assumed by the Declaration on ensuring infrastructure resilience to climate change and respecting the application of DNSH principles in project implementation. Furthermore, the contractor must apply "climate resilience", as defined in art. 2 item 42 of Regulation (EU) 2021/1.060.
