The need to ensure reagents for the TEKAN analyzer and the correct diagnosis of patients who present at the Emergency Children's Clinical Hospital "Sf.Maria" Iasi requires the purchase of reagents which are the subject of this procedure ("Open tender" online in a single stage (with the conclusion of a framework agreement for a period of 48 months with three economic operators)). The complexity of the contract/framework agreement = reduced. Since the patient attendance, case complexity, and evolution do not allow for an exact estimation of reagent quantities, and the allocation of financial resources is also somewhat variable, it is considered opportune to conclude a framework agreement for a period of 48 months with three economic operators. The framework agreement for products will be concluded with each of the three winning economic operators (provided there are three winning economic operators). Subsequent contracts will be concluded between the contracting authority and the winning economic operators, with the expectation that for a minimum requested quantity - frequency = monthly, and for a maximum requested quantity - frequency = quarterly. The tender specifications specify the minimum and maximum estimated quantities. The quantities, both minimum and maximum, are estimates, therefore indicative, and do not oblige the contracting authority to purchase them in full. During the term of this framework agreement, the maximum estimated quantities of the products covered by it may be exceeded within the limits of current legislation. The number of days until clarifications can be requested before the bid submission deadline is 20 days, according to art. 160 of Law 98 /2016. The contracting authority will respond to all requests for clarifications/ additional information on the 12th day before the deadline set for bid submission, according to art. 160 of Law 98 /2016 as amended and supplemented.
