Contractul propus este un contract de concesiune de servicii, în sensul Legii nr. 100/2016, prin care IRO Iași (concedentul) deleagă gestiunea activității de producere a radiofarmaceuticului FDG către un operator economic selectat (concesionar). Modalitatea de îndeplinire presupune ca concesionarul să preia și să opereze laboratorul de radiofarmacie al IRO, pe riscul și pe cheltuiala proprie, asigurând producția continuă de FDG atât pentru necesarul intern al IRO, cât și pentru alte unități medicale din regiune. Concesionarul va trebui să realizeze investițiile inițiale necesare punerii în funcțiune efective a laboratorului (achiziții suplimentare, calibrări, personal, documentație GMP etc.), să obțină toate autorizațiile și avizele necesare funcționării (autorizația CNCAN de utilizare a surselor radioactive, certificarea GMP, autorizațiile sanitare etc.) și să demareze producția de FDG în termenul asumat prin ofertă.
