The activities related to this documentation will be carried out in accordance with the provisions of the technical specifications, the technical documentation posted in SEAP, and the current legislation. The works that are the subject of this procedure will be carried out within a maximum of 24 months from the date of the administrative order, according to the award documentation. The main types of works for the realization of the investment provided for by the contract are: • modernization of the county road with one lane per direction; • intersections with side roads and streets; • creation of a roundabout at km 17+884; • accesses to properties; • bus stops; • parking lots within and outside the urban area with minimal facilities; • car refuges; • 2 truck weighing platforms for the mobile scale; • existing truck weighing platform – modernization and equipment; • level crossing with the railway at km 18+355 of the county road (km20+385 CF 217 Timișoara Est – Radna) – arrangement of the level crossing with elastic slabs; • level crossing with the railway at km 40+268 of the county road (km45+105 CF 217 Timișoara Est – Radna) – arrangement of the level crossing with elastic slabs and SAT installation; • street lighting and electrical networks; • creation of devices for collecting and draining rainwater; • creation of tubular culverts and slab culverts; • repairs to the bridge at km 18+779 and the bridge at km 42+600; • traffic safety elements; The estimated value of 85,543,196.57 lei excluding VAT does not include the value of miscellaneous and unforeseen expenses; these will not be part of the procedure and will not be included in the offer price. Miscellaneous and unforeseen expenses amount to a maximum of 10% of the CM, calculated according to the law (HG 907/2016) and can be accessed/used at any time during the contract implementation, in accordance with the provisions of the contract model approved by HG no. 1/2018, with subsequent amendments and additions, under the conditions provided by art. 221 of Law 98/2016. To the extent that the modifications are not substantial, from the value of miscellaneous and unforeseen expenses, only works that may occur during the contract implementation will be settled, in accordance with the provisions of the contract model approved by HG no. 1/2018, with subsequent amendments and additions, (according to HG 907/2016), based on the unit prices offered, by applying the provisions of art. 221 para. (1), letters a) and respectively e) and f) of Law 98/2016, if applicable. The contracting authority, during the execution of the works contract, if the situation on the ground requires it, may resort to applying the provisions of art. 221 letters e) and f) of Law 98/2016. The contracting authority will respond clearly and completely to all requests for clarification / additional information, on the 12th day before the deadline for submitting offers, provided that the requests are made at least 22 days before the deadline for submitting offers. Clarifications submitted after this deadline will no longer be considered.
