The design services will refer to the following stages: • Technical expertise • Geotechnical study, including excavations • Topographic study, including OCPI • Energy audit and initial Energy Performance Certificate • Fire safety study (Fire Safety Approval) • Historical study (if applicable) • Detailed urban plan • Documentation for obtaining approvals required in the urbanism certificate • Documentation for the approval of intervention works (if applicable) • Feasibility study (if applicable) • Technical documentation for the authorization of construction works (DTAC) • Technical documentation for the authorization of demolition works (DTAD) • Technical documentation for the organization of execution of works (DTOE) • Technical project and execution details • Technical assistance • Ensuring the technical quality verification of projects carried out by certified technical verifiers • Energy performance certificate upon completion of works • Preparation of the technical book (as-built) • Preparation of the designer's point of view upon completion of works The technical-economic documentation related to the types of constructions and design stages presented will be elaborated in accordance with the requirements of the current legislation. At the same time, the type of documentation and services that the contracting authority wishes to contract for each category of works are detailed and attached to the specifications. Frequency of contracts to be awarded: 10 subsequent contracts / 4 years. - Value of the smallest subsequent contract, estimated: 550,000.00 lei excluding VAT, quantity 5,000.00 sqm. - Value of the largest subsequent contract, estimated: 13,500,000.00 lei excluding VAT, quantity 75,000.00 sqm. - Minimum framework agreement value, estimated: 14,050,000.00 lei excluding VAT, quantity 80,000.00 sqm. - Maximum framework agreement value, estimated: 136,985,000.00 lei excluding VAT, total quantity 1,010,500.00 sqm, 55 units (of which: 50 common units + 5 rare units). The minimum and maximum quantities that formed the basis for estimating the estimated value for the framework agreement award procedure concerning: DESIGN SERVICES FOR THE DEVELOPMENT OF TECHNICAL-ECONOMIC DOCUMENTATION are attached to the specifications which form part of this award documentation. The award of subsequent contracts following the conclusion of the framework agreement will be made without reopening competition. The contracting authority reserves the right to conclude more or fewer subsequent contracts each year. The contracting authority reserves the right to supplement the framework agreement, the supplement being able to be made both in value and quantity. As it results from the provisions of art. 20 letter f) of HG no. 395/2016 for the approval of the Methodological Norms for the application of the provisions regarding the award of public procurement contracts/framework agreements from Law no. 98/2016, with subsequent amendments and additions, the minimum and maximum quantities that the contracting authority initially establishes in the award documentation, and subsequently in the framework agreement, represent estimates of quantities that could be requested during the entire duration of the framework agreement, and not the exact quantities that will be purchased, the latter being able to be smaller, equal to, or larger compared to the estimated ones, depending on the actual needs of the contracting authority.
