This public procurement procedure aims to contract supervision and site management services for the construction works related to the investment objective "Improving the safe operating conditions of the Leșu Accumulation, Bihor County." The services will be carried out in accordance with the technical specifications, current legislation, and community regulations. The project involves a comprehensive rehabilitation of the Leșu dam and its associated infrastructure. Key construction works include dewatering the dam's foundation, repairing slabs and performing injections in the upstream face, specifically in the collapsed left bank area. Further waterproofing measures involve covering the upstream concrete face with a PVC geomembrane. The scope also includes cleaning and rehabilitating the injection gallery, performing injections from the gallery and surface for foundation waterproofing, and establishing foundation drainage through boreholes and drains in the downstream wall of the gallery. Additionally, the project entails rehabilitating the monitoring system, including a SCADA alarm system, and upgrading the dam crest road, lighting, and monitoring pillars. Access routes to the pillars, platforms adjacent to the crest, and access gates will be improved, along with repairs to stairs on the downstream face. Rehabilitation of hydromechanical and electrical equipment is also planned. Measures to ensure longitudinal connectivity, ecological flow rates, and the creation of floating islands to improve water quality are included.
