This tender concerns the procurement of a new aircraft intended for flight school operations, adhering to specific technical requirements detailed in the technical specifications. The aircraft must be a two-seater with side-by-side seating, equipped with a nose-wheel landing gear, and certified for VFR Night flights. It needs to feature appropriate lighting and avionics for night operations. The propulsion system must be an engine of at least 100 horsepower, utilizing Super AVGAS 100LL fuel compliant with EN 228 standards. Crucially, the aircraft must hold EASA certification. Additional equipment includes protective covers for the canopy and pitot tube, along with an advanced heating and canopy de-icing system. The supplier must provide a sworn statement confirming the aircraft and accessories are new and unused, with the exception of test flights. A minimum warranty of 12 months for both ground and flight operations, starting from the date of acceptance, is required. The new aircraft is to be delivered, at the supplier's expense, to an Aeroclub of Romania aerodrome designated by the contracting authority by December 10, 2025. If the specific aircraft type is not already in use by the Aeroclub of Romania, the supplier will be responsible for training four mechanics on the aircraft type, with the training approved by the manufacturer. Furthermore, the supplier must train two instructor pilots on the aircraft type, involving 1 to 3 flight hours per pilot. All training costs, including travel for trainees, are to be borne by the supplier and included in the total financial offer price. The offer price, excluding VAT, must be stated in Romanian Leu and encompass the aircraft, mechanic and pilot training, and all acceptance-related expenses. The Leu/Euro exchange rate will be based on the National Bank of Romania's rate on the date of the tender announcement publication in SEAP.
