Each voluntary drop-off center is designed with concrete platforms, fencing, administrative cabins, weighbridges, monitoring systems, and specific equipment: large containers for bulky waste, dedicated containers for recyclable streams, specially arranged spaces for hazardous household waste, electrical and electronic equipment, used batteries, and oils. Additionally, the project includes the implementation of an integrated IT system for waste traceability, as well as public information and awareness activities. The centers will ensure the separate collection of the following types of waste: a) recyclable waste of paper, metal, plastic, and glass, b) bulky waste (furniture, mattresses), c) textile waste, used tires, used vegetable oils, d) waste electrical and electronic equipment, batteries, and accumulators, e) hazardous household waste, f) construction and demolition waste, g) other types of waste determined by local public administration authorities. To ensure the continuity of the sanitation service, which is part of the public utility services sphere, namely the activity carried out in voluntary drop-off centers (CAV), the following objectives are pursued: a) ensuring environmental protection through the separate and appropriate collection of different types of waste brought by citizens, reducing the amount of waste disposed of improperly and preventing urban environmental pollution; b) increasing the recovery and recycling rate of collected waste, in accordance with national and European objectives regarding the circular economy and the reduction of municipal waste; c) compliance with legal requirements and waste management standards imposed by environmental protection legislation; d) increasing the level of responsibility and convenience for citizens, by providing an adequate and accessible space for the voluntary handover of waste that cannot be collected through the usual system (e.g., bulky waste, WEEE, textiles, construction and demolition waste, etc.). Providing quality services within the voluntary drop-off centers contributes to the sustainable development of the community, pollution reduction, and public health protection, while ensuring responsible waste management. The operator will ensure: a) compliance with legislation, standards, prescriptions, and regulations regarding occupational safety and health, emergency situations, water management, environmental protection, monitoring the long-term behavior of structures, as well as compliance with all its obligations under the law, the service regulations, and those assumed through the management delegation contract; b) operation, maintenance, and repair of installations and equipment by authorized personnel, depending on the complexity of the installation and the specifics of the workplace; c) development of annual revision and repair plans carried out by own forces and by third parties; d) keeping records of operating hours of service vehicles, installations, and equipment; e) providing the necessary personnel for the performance of activities assumed by the delegation contract; f) own equipment with specific installations and equipment necessary for performing activities under the conditions established by the contract; g) providing the UAT Arad Municipality, the National Regulatory Authority for Public Utility Services, the Environmental Protection Agency, the Environmental Guard, the Environmental Protection Fund Administration, with all requested information and access to documentation and individual acts based on which the concessioned sanitation activity is carried out, under the conditions of the law; h) application of performance management methods that lead to the reduction of operating costs, including through the application of procedures...
