The Romanian Naval Authority is the specialized technical body subordinate to the Ministry of Transport and Infrastructure through which it exercises its function as a state authority in the field of navigation. ANR is organized and operates according to the provisions of Government Decision no. 1133/2002 and Government Ordinance no. 42/1997 on maritime and inland waterway transport, amended and supplemented by Emergency Ordinance no. 74/2006. The main attributions of the Romanian Naval Authority are: • inspection, control and supervision of navigation; • flag state control and port state control; • coordination of assistance, search and rescue activities in national navigable waters and actions in case of natural disasters and naval accidents; • protection of navigable waters against pollution by ships; • sanctioning contraventions, investigating navigation events and accidents; • registration and record-keeping of ships under the Romanian flag; • record-keeping, certification and licensing of navigation personnel; • technical supervision, classification and certification of ships; • fulfilling the obligations incumbent upon the state from international agreements and conventions to which Romania is a party regarding its field of activity; • representing the Romanian state in international bodies in the field of naval transport, on a mandate basis; • implementation of international norms, rules and conventions in Romanian legislation; • elaboration, approval and submission for approval by the Ministry of Transport of draft normative acts and mandatory norms; • auditing for ISM (Ship Safety Certificate) and ISPS (International Ship and Port Facility Security Code) certification of ships and shipping companies. Currently, surveillance and control activities are carried out with RIB-type boats, which are difficult to move from one location to another and have buoyancy problems. At C.Z. Dr. Tr. Severin, surveillance and control activities are carried out with aluminum hull boats and PAFS. Taking into account the increase in the number of recreational boats, some of them high-speed, and the current trend, which dictates the arrangement of an increased number of nautical recreation areas where nautical activities can be carried out with various boats, as well as in order to increase navigation safety through specific patrol and control activities throughout the entire jurisdictional area, the need to purchase jet ski type personal watercraft including trailers is imposed. The existence of such personal watercraft can support surveillance and control activities due to the mobility of this type of vessel. By purchasing this type of jet ski personal watercraft, including a trailer, the ANR personnel benefit from easy transport from one location to another and immediate operation after launching, high speed and shallow draft allowing specific activities to be carried out over a larger portion of the areas targeted by surveillance and control actions.
