The Authority for Animal Surveillance and Protection (ASPA) intends to purchase food for dogs housed in ASPA shelters, dog treats, and bait for trap cages. In order to fulfill the established objectives, the Contracting Authority considers it necessary to conclude a framework agreement with a maximum of 2 economic operators, without resuming competition between the economic operators who signed the framework agreement. The Contracting Authority has the right to award the Framework Agreement to a single admissible bidder. The conformity requirements and minimal and mandatory technical specifications of the products that are the subject of the award procedure, requested by the Contracting Authority, are those indicated in the award documentation. The supply of dry and wet food for dogs housed in ASPA shelters, milk substitute, and bar-type treats will be provided for a period of 24 months, based on the conclusion of a framework agreement with a maximum of 2 economic operators, without resuming competition between the economic operators who signed the framework agreement, based on subsequent contracts that will be awarded according to the funds allocated for this purpose. The estimated quantities for the products over the duration of the framework agreement are as follows: • For dry food for adult dogs – the minimum estimated quantity is 554,850 kg, and the maximum quantity is 616,500 kg; • For wet food for adult dogs – pâté type – cans of at least 800 grams – the minimum estimated quantity is 55,080 kg, and the maximum quantity is 61,200 kg; • For dry food for puppy dogs – the minimum estimated quantity is 33,696 kg, and the maximum quantity is 37,440 kg; • For wet food for puppy dogs – pâté type cans of at least 400 grams – the minimum estimated quantity is 18,954 kg, and the maximum quantity is 21,060 kg; • For milk substitute – the minimum estimated quantity is 21.6 kg, and the maximum quantity is 24 kg; • For bar-type treats (soft) – the minimum estimated quantity is 1,350 pieces, and the maximum quantity is 1,500 pieces; • For wet food, sausage type, for capturing dogs – the minimum estimated quantity is 630 kg, and the maximum quantity is 700 kg; • For wet food, canned type, for capturing dogs – the minimum estimated quantity is 900 kg, and the maximum quantity is 1,000 kg; The minimum estimated value of the Framework Agreement is 4,939,198.20 lei excluding VAT, and the maximum value of the Framework Agreement is 5,487,998.00 lei excluding VAT. Subsequent contracts will be awarded to the bidder ranked first, in compliance with the provisions of the Framework Agreement. Only in the event that the bidder ranked first does not accept the conclusion of the subsequent contract or does not respond within the period indicated in the request, the Contracting Authority is obliged to notify the bidder ranked second in the Framework Agreement award procedure for the conclusion of the subsequent contract. If none of the prospective suppliers respond to the Buyer's request within 3 working days, the latter will have the right to terminate the Framework Agreement and conduct a new procurement procedure.
