Obiectul achiziției/procedurii: Prestarea de servicii de teleradiologie și imagistică medicală Potrivit Caietului de sarcini elaborat se are în vedere prin derularea prezentei proceduri achiziția de servicii de teleradiologie și imagistică medicală pentru pacienții Spitalului Clinic Județean de Urgență Arad. Obiectul prezentei proceduri il reprezinta Prestarea de servicii de teleradiologie si imagistica medicala, pentru acoperirea serviciului UPU Radiologie al SCJU Arad 24 de ore din 24, RX si CT, mai putin garzile efectuate de personalul propriu al spitalului. Prestarea serviciului lunar de Teleradiologie si imagistica medicala se realizeaza in baza necesarului de garzi (graficului de activitate), care va fi comunicat de catre spital in a doua jumatate a fiecarei luni, pentru planificarea lunii urmatoare. Spitalul Clinic Judetean de Urgenta Arad va atribui contractele de achizitie publica subsecvente acordului-cadru numai cu respectarea conditiilor tehnice si financiare stabilite in acordul-cadru. Primul contract subsecvent se va semna la data atribuirii acordului cadru, urmand ca celelalte contracte subsecvente sa fie in functie de necesitatile concrete ale autoritatii contractante si de fondurile disponibile.” Orarul de lucru va fi de 24 de ore, de luni pana vineri, inclusiv sarbatori legale. Timpul de interpretare si transmitere a rezultatului scris pentru fiecare pacient catre beneficiar, in programul electronic al spitalului, este de maxim 60 minute de la ora transmiterii in arhiva PACS, programul de vizualizare al prestatorului si anuntarea telefonica a prestatorului. Pentru urgente majore se va apela telefonic medicul radiolog de serviciu. Prin exceptie acest interval de timp poate fi depasit prin aplicarea codurilor de urgenta ale Unitatii de Primire Urgente, atunci cand situatia o impune si doar la solicitarea cadrelor medicale ulterior prioritizarii si codificari cazurilor aflate la un moment dat in Unitatea de Primire Urgente sau in cazuri exceptionale care nu au putut fi prevazute de catre Autoritatea Contractanta sau Prestator ( pana de curent, caderea retelei de comunicatie etc) Serviciile constau in interpretare la distanta a imaginilor examinarilor CT si RX de catre personal specializat autorizat, cu punerea de catre prestator la dispozitia SCJU Arad a sistemului de transmitere a datelor, precum si a platformei online pentru inregistrare si arhivare imagini si rezultate, securizata, ce respecta standardele DICOM. In caz de urgenta majora (calamitati, accidente) prestatorul isi va asuma, fara costuri suplimentare, redimensionarea resurselor puse la dispozitia spitalului, prin suplimentarea personalului de specialitate (medici radiologi), in functie de necesitate. Prestarea serviciiilor de Radiologie si Imagistica Medicala la distanta se va realiza prin transmiterea electronica a examinarilor imagistice ale pacientului intre cele doua locatii ale partilor, pentru interpretarea si redactarea rezultatelor la distanta de catre un medic radiolog specialist/primar cu competente specifice. Prestarea serviciului de teleradiologie functioneaza cu ajutorul sistemului PACS al beneficiarului ce permite medicului radiolog (prepusul prestatorului) sa acceseze, interpreteze si sa redacteze rezultatele examinarilor centrului medical partener, transmitandu-le in mod securizat catre beneficiar. Modalitatea de lucru efectiva va fi stabilita ulterior semnarii contractului, printr-o procedura operationala intocmita de catre beneficiar.
