Sub-contract 1: Small operational and emergency excavation works in Ballerup, Gladsaxe and Gentofte

Sub-contract 1 concerns small operational and emergency excavation works in Ballerup, Gladsaxe and Gentofte. Works that, as a general rule, have an economic value of less than DKK 500,000 and a duration of a maximum of 14 days. The tasks will mainly consist of: • Manhole work (Replacement and repair) • Pipe work, Ø100- Ø500 mm (Replacement and repair) • Obtaining pipe information, excavation permits and establishing a schedule for each task. • Applying for relevant permits from authorities. • Preparing a signage plan for each task. It is expected that agreements will be made with three contractors for sub-contract 1. Assignment of tasks under the framework agreement will be done according to the cascade model. The order of precedence among contractors in the cascade model (primary, secondary, and tertiary) may change during the agreement period. The contracting authority has two primary objectives with this. Firstly, the contracting authority wishes to ensure heightened attention from the contractors, so that contractors only accept tasks for which they have the capacity to perform within the set deadlines. Secondly, the contracting authority wishes that contractors can be temporarily moved down in the cascade model for repeated deadline overruns. As part of Novafos’ strategic work with sustainability and reduction of CO₂ emissions, contractors must, after an introductory period, exclusively use emission-free machinery and equipment (including hand tools). The requirement does not include vehicles over 6 tons and excavators over 15 tons. The first 2 months of the agreement period, expected from November 1, 2026, to January 1, 2027, inclusive, constitute the implementation period. The purpose of the implementation period is to ensure a proper start-up of the collaboration, including the establishment of workflows, planning routines, and correct use of the Contracting Authority's operating system (Envidrift). During the period, the focus will be on kick-off meetings, system setup, process testing, and clarification of collaboration conditions, among other things.
