La concession a pour objet de confier à un opérateur l'exploitation du service public de transport par navires Ropax (fret et passagers) entre Dieppe et Newhaven. L'offre de base que le Délégataire devra présenter comprendra au minimum 1690 traversées, soit 845 allers-retours par année dans les conditions précisées au contrat. Le schéma de principe des horaires de traversées, est le suivant : - Basse saison - du 01 Octobre au 30 Avril : 4 traversées par jour du lundi au vendredi et 6 traversées au total le week-end - Moyenne saison - du 01 Mai au 13 Juillet et Septembre : 6 traversées par jour - Haute saison - du 14 juillet au 31 Aout : 6 traversées par jour du lundi au vendredi et 16 traversées le week-end Des variantes à ce schéma de base seront imposées en vue d'optimiser l'exploitation (détail et nombre dans le règlement de consultation des offres). Le délégataire devra assurer, à ses risques et périls, l'exploitation commerciale, technique et opérationnelle de la ligne et des deux navires (armement, entretien, maintenance et investissements) ainsi que le développement commercial de l'activité
