SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Demand and Market Consultant for Rio Metropolitan Mobility Project Assignment Country: Brazil ASSIGNMENT DESCRIPTION The State of Rio de Janeiro has mandated IFC as lead advisor for the structuring of 2 long-term urban mobility concessions in the metropolitan region of Rio de Janeiro. The systems under structuri ng oper ate well below their historical demand. The Consultant will develop a single demand and market study covering the different transactions, built on one four-stage metropolitan transport model and one network representation, across a Program organized in three phases over an estimated 16 months. Phase 1 - Diagnosis (4 months). System diagnosis covering coverage, supply, travel times, carried demand, user profile and service quality indicators. Preliminary demand and revenue projections, delivered as one projection for each project, with conservative, reference and optimistic recovery trajectories, elasticities by segment, fare scenarios and the effects of reliability, personal security and competing supply; estimate of suppressed demand and of the revenue impact of fare evasion; structured identification of the conditions required for demand recovery; and preliminary tariff and ancillary revenue estimates. The work will rely on mobile phone data, existing secondary sources and ticketing records, and field surveys will start in this phase (stated preference and counts, including other modes). Outputs include a Preliminary Demand Report and will feed the Sector Strategic Analysis and Benchmarking Report and the Pre-Feasibility Report. Phase 2 - Transaction structuring (6 months). Conclude the field surveys, calibrate and validate the model, and deliver the Demand Report and Projections as one product for each project, derived from the single metropolitan model, with projections by line, section and boarding point over the contract horizon, tariff revenue projections, sensitivities and stress tests, inputs to the Ancillary Revenue Report, and the demand-related parameters to be ref lected in the transaction documents. Support the State on integrated tariff policy in coordination with the institutional front. Phase 3 - Implementati on (6 month s). Update premises, scenarios and projections following public consultation, hearings and market sounding; support responses to bidder clarification requests; and hand over the calibrated model, databases and documentation to the State, including training of the teams that will manage the contracts. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV for individuals). Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
