Description

The Government of Georgia has received financing from the Asian Development Bank (ADB) toward the cost of Loan "Livable Cities Investment Project for Balanced Development". Part of this financing will be used for payments under the Contract "Rehabilitation of Central Part of Velistsikhe Village, Gurjaani Municipality, Kakheti Region, Georgia (remaining works) (rebidding)."Bidders shall indicate their Price in the relevant field at Georgian E-Government Procurement System. Failure to indicate Price as required above will form the ground for bid rejection.All Bids must be accompanied by a Bid Securing Declaration in the form provided in Section 4 of the Bidding Documents, with an ineligibility period of 1 year.Government procurement procedures SHALL NOT apply for this procurement. Bid submission and bid opening will take place electronically using Georgian E-Government Procurement System with certain modifications. Major modifications to the Georgian E-Procurement System are:- Functionality of the three rounds of e-Reverse auction is removed. Rounds will not be applicable.- The Bidder shall not be automatically rejected for indicating the total bid price, which is above the estimated cost disclosed in the E-Procurement system.Please note that Bidding will be conducted through the Open competitive bidding procedures following the requirements of the "ADB Procurement policy: Goods, Works, Non-consulting and Consulting Services", and "Procurement Directive for ADB Borrowers Goods, Works, Non-consulting and Consulting Services", 1 January 2026.საქართველოს მთავრობამ მიიღო სესხი აზიის განვითარების ბანკისგან (the Asian Development Bank) „საცხოვრებლად ვარგისი ქალაქების საინვესტიციო პროგრამა თანაბარი განვითარებისთვის“ პროგრამის განსახორციელებლად და ამ სახსრების ნაწილი გამოყენებულ იქნება "სოფელ ველისციხის ცენტრალური ნაწილის რეაბილიტაციის განსხორციელებლად (გურჯაანის მუნიციპალიტეტი, კახეთის რეგიონი, საქართველო), (დარჩენილი სამუშაოები) (განმეორებით გამოცხადება)."მონაწილემ სატენდერო წინადადების ფასი უნდა დააფიქსიროს ერთიანი ელექტრონული სისტემის შესაბამის ველში. წინააღმდეგ შემთხვევაში მისი წინადადება იქნება უარყოფილი.სატენდერო წინადადებას თან უნდა ახლდეს სატენდერო წინადადების საგარანტიო დეკლარაცია ვადით: 1 (ერთი) წელი სატენდერო წინადადებების გახსნის დღიდან.აღნიშნულ შესყიდვაზე არ ვრცელდება სახელმწიფო შესყიდვის პროცედურები. სატენდერო წინადადებების წარდგენა და წინადადებების გახსნა ჩატარდება ელექტრონულად სახელმწიფო შესყიდვების ერთიანი ელექტრონული სისტემის გამოყენებით, გარკვეული მოდიფიკაციებით. სახელმწიფო შესყიდვების ერთიანი ელექტრონული სისტემის ძირითადი მოდიფიკაციები შემდეგია:- გაუქმებულია ვაჭრობის სამი რაუნდის ფუნქციონალობა. ვაჭრობის დამატებითი რაუნდები არ გამოიყენება.- ელექტრონულ სისტემაში მითითებულ სავარაუდო საკონტრაქტო ღირებულებაზე მაღალი სატენდერო ფასის დაფიქსირებისთვის სატენდერო წინადადებები არ იქნება ავტომატურად უარყოფილი.გთხოვთ გაითვალისწინოთ, რომ ტენდერი ტარდება „ღია საკონკურსო ვაჭრობის“ (Open Competitive Bidding) პროცედურების შესაბამისად, როგორც ეს განსაზღვრულია აზიის განვითარების ბანკის შესყიდვების სახელმძღვანელოთი - „საქონლის, სამუშაოების, საკონსულტაციო და არა-საკონსულტაციო მომსახურების შესყიდვები აზიის განვითარების ბანკის მსესხებლების მიერ, 1 იანვარი 2026.
