1. The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) in the amount of US$300,000,000 to be managed by the World Bank, toward the cost of the Jordan Water Sector Efficiency Project, and it intends to apply part of the proceeds toward payments under the contract for Design and Build of new water transmission pipeline Connecting Al Zumleh and Za’atari (DN 800 mm and DN 700 mm) . “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
2. Yarmouk Water Company / YWC now invites sealed Proposals from eligible Bidders for Design and Build of new water transmission pipeline Connecting Al Zumleh and Za’atari (DN 800 mm and DN 700 mm).
3. Local Jordanian Bidders: shall be classified by the GTD as Grade (1) in the field of water and wastewater
4. International Bidders: If awarded the contract, the bidder must register or be registered and classified by the Ministry of Public Works and Housing in the field of water and wastewater and (single or in Joint Venture) and according to the HKJ regulation.
5. The procurement will be conducted through international competitive procurement using Request for Proposal (RFP) without initial selection as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing accordance (“Procurement Regulations”) dated November 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.

7. The RFP Document in English language may be purchased by eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 500 JOD or an equivalent amount of US Dollars from July 1, 2026 to August 4, 2026, in cash at the Financial Department of YWC or cashier’s check, or direct deposit to account number 0088254600101001 (IBAN JO23HBHO1200000088254600101001). The document will be sent to eligible bidders by email in PDF format after confirmation of payment by the Financial Department and receipt of the written application.
8. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Finnacial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.
Note: The proposals submitted by the bidders shall have an additional envelope for proposal security as the following:
a) Envelope (1) - Technical Part without any reference to prices
b) Envelope (2) - Financial Part as detailed in the RFP Document.
c) Envelope (3) Proposal Security.-.
9. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 12:00 AM August 17, 2026 Jordan local time. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on August 17, 2026 Jordan local time starting 12:00 pm The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
10. All Proposals must be accompanied by a Proposal Security of 280,000 JOD.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.”
