- Bosnia and Herzegovina (BiH) has received financing from the World Bank toward the cost of the Sustainable, Integrated and Safe Road Infrastructure Project, and intends to apply part of the proceeds toward payments under the contract: Design and Construction of Foca-Hum section. This contract will be jointly financed by the European Bank for Reconstruction and Development (hereinafter named the “EBRD”). Procurement process will be governed by the World Bank’s Procurement Regulations: Procurement Regulations for IPF Borrowers - Procurement in Investment Project Financing Goods, Non-Consulting and Consulting Services, dated September 2023.
- The Public Company ”Republic of Srpska Roads” ltd. now invites sealed Proposals from all eligible Proposers for Design and Construction of Foca-Hum Section. This section will improve the connectivity, safety and climate resilience of the overall BIH network by upgrading approximately 12.6 km between Brod na Drini (Foca) and Hum (Scepan Polje). The works will be tendered through a Design and Build approach, following the alignment recommended in the feasibility study for which detailed design was developed through EU IPA funds in 2017. The alignment follows the right bank of Drina River until the confluence of the rivers Tara and Piva, where the border crossing and major bridge are located. The project will finance all necessary culverts and small bridges, interchanges and works on local connecting roads to capture climate projections to provide adaptive capacity to the full road network through the investment on this road link.
- The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services Fifth Edition September 2023” (hereinafter: “Procurement Regulations”), and is open to all eligible Proposers.
- Interested eligible Proposers may obtain further information from Public Company”Republic of Srpska Roads” ltd at the address below during office hours 09.00 to 15.00 hours. .
- The RFP Document in English language may be purchased by all eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50.00 EUR , or the equivalent amount in BAM . Non refundable fee should be paid with reference to the RfP reference No: BA-RS-SISRI-W-RFP-D&B-26-1.1.1.2

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be sent by email.
- A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.
- The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 25 September 2026, by 10.00 am. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on 25 September 2026, at 10.20 am. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
- All Proposals must be accompanied by a Proposal Security of 1.000.000,00 EUR (one million euro).
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
