The Government of Montenegro has received financing from the World Bank toward the costs of the ‘’Montenegro Energy Sector Decarbonization Project (MESDP)’’. The project total costs are €33.8 million, and it will be financed through an IBRD loan of €31.0 million and counterpart co-financing of €2.8 million. The Government intends to apply part of these proceeds to the payments for Consulting services for the ‘Design and Engineering Services for Subcomponent 2.1 of the MESDP Project’’ to support the goal and objectives of Component 2. of the project. The project includes 3 components:

Component 1: Improving Energy Efficiency of Public Buildings

Component 2: Enabling the Integration of Additional Renewable Energy Capacity into the Power Distribution Grid

Component 3: Technical Assistance and Project Implementation Support

The Component 2 will enable the integration of additional renewables into the distribution grid and improve its operational performance. enable the integration of additional renewables into the distribution grid and improve its operational performance. It includes: (i) Subcomponent 2.1: Retrofitting 35 kV switchgear in seven 110/35 kV substations (Pljevlja 1, Nikšić, Tivat, Ulcinj, Budva, Bar, Berane), adding auxiliary power and a substation-level Supervisory Control and Data Acquisition (SCADA) system; (ii) Subcomponent 2.2: replacing 36 aging medium-voltage/medium-voltage (MV/MV) transformers with efficient eco-design units; and (iii) Subcomponent 2.3: piloting technologies to improve LV network visibility (advanced meters, sensors, and supporting systems) to manage rising rooftop solar photovoltaics (RSPV) penetration.

For the Component 2 CEDIS seeks to hire a consulting firm that will provide design and engineering services to prepare the implementation of Subcomponent 2.1 of the project, encompassing civil, electromechanical, and other activities required during the preparatory stage of the switchgear reconstruction project.

The primary objective of this consultant service („the Service “) for the assignment includes the following tasks: 1. Data collection; 2. Inception report; 3. Development of a comprehensive engineering design; 4. Development of a comprehensive work plan; 5. Preparation of technical specifications;6. Ad-hoc support.

  • Selected Consultant Firm (Company) is expected to complete required service within the 6 months.

The Client, Crnogorski Elektrodistributivni Sistem (CEDIS) through the Technical Service Unit (TSU) now invites eligible Consultant firms (“the Consultants”) to indicate their interest in providing above services. Interested Consultants must provide information indicating that they have the required qualifications and relevant experience to perform the Services. The Client intends to contract a reputable firm with demonstrable expertise in conducting similar social assignments, preferably within the energy sector or for international development projects.

The evaluation criteria which will be applied for evaluation of received Expressions of Interest are as follows:

  • General Qualification and Competences of the consultant (firm)

  • Qualification of the consultant (firm) relevant to the assignment:

Interested Consultant should submit references of assignments from similar projects conducted from the beginning of 2018 until the date of submission of Expression of interest. Reference should contain: investor data to whom service was performed, project description, contract value for performed services and implementation period. Consultants must provide evidence of having successfully completed at least one contract in the last seven years that is substantially similar in scope and nature to the assignment specified in the TOR. Familiarity with World Bank or other international financial institution (IFI) procedures and standards is highly desirable.

Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture, Consortium, sub-consultancy; member in charge; other member/s and or sub- consultants). Consultant firm may submit also other documents considered important, and which are not mentioned above to present, e.g. JV/Consortium arrangements or to justify general qualifications and qualifications relevant to the assignment. Qualifications and experience of the sub-consultant will not be considered for evaluation.

The detailed Terms of Reference (TOR) for the assignment which outlines comprehensively the scope, tasks, duties, and responsibilities of the Consultant firm can be obtained upon request at the e-mail address given below.

A Consultant firm will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixt edition, Issued in February 2025. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13; 3.14; 3.16; 3.17 setting forth the World Bank’s policy on conflict of interest.
