- The Government of Sierra Leone (GoSL) (hereinafter called "Borrower") has received financing from the Pandemic Fund (hereinafter called Grant") toward the cost of Quality Essential Health Services and Systems Support Project (QEHSSSP). The Borrower intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposal is issued.
- The Ministry of Health (MoH) Integrated Health Projects Administration Unit (IHPAU) (hereinafter referred to as the "Client") invites you to submit proposals to provide the following consulting services:
The consulting services (“the Services”) include:
- Architectural and engineering design services
- Preparation of tender documentation
- Construction supervision and contract administration
- Quality assurance and project monitoring services
The detailed Terms of Reference (TOR) for the assignment can be obtained via email from asumah@mohsihpau.gov.sl OR from the address given below.
- The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The main shortlisting criteria are:
- The qualifications and experience of the firm and
- The availability of qualified and experienced staff as defined and stipulated in the TOR.
- The consulting firm/company shall possess the following qualifications and/or general requirements. The relevant qualification and detail selection criteria shall include, but not limited to:
- Valid Company Registration Documents.
- The consulting firm shall have a minimum of 5–10 years of proven experience in architectural and engineering design, and construction supervision services for building & infrastructure projects
- Adequate multidisciplinary staffing resources availability to carry out the services. The indicative description of required key staffing schedule are Team Leader/Architect, Structural Engineer, Veterinary Specialist, Electrical Engineer, Mechanical Engineer, Environmental Officer, Clerk of Works x 3 and Surveyor
- 3-5 years proven experience with similar projects in accordance with the building principles of Sierra Leone (Local Code of Standards) or international code of standards.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 , September 2023, February 2025 and September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Quality and Cost Base Selection (QCBS) method as set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 , September 2023, February 2025 and September 2025
