Standard Format for Invitation for Bids Date: 8th October, 2026 Loan No: CNG-1036 IFB No: TCN/PIU/AFD/NCP-01 1. The Transmission Company of Nigeria (TCN) has received funds from the Agence Française de Développement (the French Development Agency) and a grant from the European Union, towards the cost of Northern Corridor Transmission Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Design, Manufacture, Supply, Installation, rehabilitation & Commissioning of 330kV & 132kV HV Transmission Lines in Northwest and North Central Nigeria. 2. The Transmission Company of Nigeria (TCN now invites sealed bids from eligible bidders for the design, supply, installation, rehabilitation, and commissioning of 330kV & 132kV HV Transmission Lines (“the Facilities”) as follows: The identification number of the ICB (International Competitive Bidding) is: TCN/PIU/AFD/NCP-01 Lot 1: Construction of 294km 330kV DC twin conductor Transmission Line from Kainji to Kalgo following the existing ROW of the existing SC 330kV Line from Kainji to Birnin Kebbi, Re-arrangement of Existing 330kV Lines in front of Kalgo and Kainji substations. Lot 3: Construction of 211km 330kV DC twin conductor Transmission line between Katsina- Daura-Gwiwa-Jogana substations. Re-arrangement of existing 132kV SC transmission lines in front of Katsina substation (Kumbotso, Kankyia). International competitive bidding will be conducted in accordance with the Agency's “Single-Stage” Bidding Procedure. Lot 2 is not part of this ICB, consistency of Lot 2 is given for information only (Lot 2: Construction of 145km 330kV DC twin conductor Transmission Line from Kalgo to Sokoto). 3. Interested Eligible bidders may obtain further information from and inspect the bidding documents at the office of Project Manager AFD-PIU, Transmission Company of Nigeria (TCN)/Project Implementation Unit (PIU), TCN/PIU Office, OCEAN HOUSE. Plot 1226, Aminu Kano Crescent, Wuse II, Abuja. 4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of One Hundred and Fifty Thousand Naira per lot. The method of payment will be via Remita( https://www.remita.net/ ) by generating Remita Retrieval Reference (RRR) in favour of Transmission Company of Nigeria Project Implementation Unit. Kindly follow these steps: (i) Enter Remita platform (ii) Select FGN: Federal Government of Nigeria (iii) On the Who do you want to pay drop down: -Choose Transmission Company of Nigeria Project Implementation Unit (iv) On the Name of Services/Purpose-Choose Auxiliary Account (v) On the amount to pay: Enter the amount payable (vi) Complete every other detail accordingly. 5. Bids must be delivered to the above office on or before 12noon on 14th January, 2027 and must be accompanied by a security of: • Lot 1: Two Million US Dollars (USD 2,000,000.00) • Lot 3: One million Six Hundred Thousand US Dollars (USD 1,600,000.00) 6. Bids will be opened in the presence of bidders’ representatives who choose to attend at 1.30pm on 14th January, 2027 at the: Conference Room Transmission Company of Nigeria (TCN)/Project Implementation Unit (PIU), TCN/PIU Office, OCEAN HOUSE. Plot 1226, Aminu Kano Crescent, Wuse II, Abuja. 7. The main qualification requirements are as follows: Have an average annual turnover (defined as invoicing for work in progress and completed, calculated as total certified payments received for contracts in progress and/or completed within the last 5 years, divided by 5/ years) over the last five years, in the field of construction of electricity HV/MV transmission lines with a voltage greater than or equal to 330 kV of the equivalent of: • Lot 1: 61.5 million USD • Lot 3: 48.5 million USD A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2016 and application submission deadline: • Lot 1: Three (3) similar contracts, with at least 2 contracts of US$ 66.5 Million each, and at least one similar contract of US$ 40.0 Million in Africa. • Lot 3: Three (3) similar contracts, with at least 2 contracts of US$ 52.0 Million each, and at least one similar contract of US$ 30.0 Million in Africa. 8. The main evaluation criteria will be: • the completeness of the tender and its compliance with the technical specifications, drawings and environmental & social compliance with the qualification criteria • the quality of the duly completed and signed tender forms and documents. • the lowest bid combination using one different bidder per lot. • whether the equipment and installations meet the specified performance criteria • the type, quantity and long-term availability of mandatory and recommended spare parts and maintenance services.
