1. Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL), and intends to apply part of the proceeds toward payments under the contract for Design, Supply, and Installation of Commercial Planning and Administration Information System for Irrigation Services (GA-CPAIS).
2. The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites sealed Proposals from eligible Proposers for the design, development, installation, configuration, and commissioning of the Georgian Ameliorationโs (GA hereafter) Commercial Planning and Administration Information System for Irrigation Services (GA-CPAIS).
The proposed GA-CPAIS should become a platform that seamlessly integrates commercial service planning, network-based regulation, customer contract management, billing and settlement, accounts receivable management, and regulatory/managerial reporting.
The development, installation, configuration, and full operational acceptance of the system shall be completed within twenty-four (24) months from the Effective Date of the Contract, followed by a twelve (12)- month warranty.
The Project implementation will take place in Tbilisi, Georgia, primarily at GAโs central office and selected Service Centers.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bankโs โProcurement Regulations for IPF Borrowersโ, September 2025 (โProcurement Regulationsโ), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 75 %, and for Bid cost: 25%.
5. Interested eligible Proposers may obtain further information from the Ministry of Environmental Protection and Agriculture of Georgia (MEPA) and inspect the request for proposals document during office hours 10:00 to 17:00 hours at the email addresses given below: iosebtchonkadze@gmail.com; mariam.bakhtadze@mepa.gov.ge; rusudan.manjgaladze@mepa.gov.ge.
6. The request for proposals document in English may be requested by interested eligible Proposers upon the submission of a written application to the email address below. The document will be sent by in an electronic format, free of charge. The document will be sent by e-mail. No liability will be accepted for delivery failure.
7. Proposals must be delivered to the address below on or before July 24, 2026, 12 hrs. local time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked โORIGINAL PROPOSALโ, and the inner envelopes marked โTECHNICAL PARTโ will be publicly opened in the presence of the Proposersโ designated representatives and anyone who chooses to attend, at the address below on July 24, 2026, 12 hrs. local time. The Proposers may attend the opening online as specified in ITP 26.1. All envelopes marked โFINANCIAL PARTโ shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
8. All Proposals must be accompanied by a Proposal-Securing Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposerโs beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
