Revised notice – second extension of bid submission deadline
- The Republic of Serbia has received financing from the World Bank toward the cost of the Serbia Noncommunicable Diseases Prevention and Control Project, and intends to apply part of the proceeds toward payments under the contracts for the procurement of LINACs.
- The Project Coordination Unit, of behalf of the Ministry of Health, now invites sealed Bids from eligible Bidders for the procurement of LINACs:
LOT 1: LINAC for IORS
LOT 2: LINACs for UCC Nis & UCC Kragujevac
LOT 3: LINAC for HC Kladovo
Detailed technical specification is provided in RFB. A total of four (4) LINACs will be provided, one (1) linear accelerator (LINAC) for each radiotherapy center: Institute of Oncology and Radiology of Serbia (IORS), Niš University Clinical Centre (UCC), Kragujevac University Clinical Centre (UCC) & Kladovo Health Centre (HC), within six months, margin of preference is not applicable.
3. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB), as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply: 60% for the Rated Criteria (including technical and non-price factors) and 40% for Bid cost.
6. Interested eligible Bidders may obtain further information from the Project Coordination Unit, Ms. ana Cvetkovi, Procurement Specialist, e-mail: office_pcu@zdravlje.gov.rs, and inspect the bidding document during office hours, 09.00 – 14.00, at the address given below.
7. The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address below. The document will be sent by a pdf attachment to an email.
8. Bids must be delivered to the address below on or before 24 August, 2026 at 13.00 CET. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 24 August, 2026 at 13.15 CET. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
9. All Bids must be accompanied by a Bid-Securing Declaration.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
