- The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Pakistan Raises Revenue Program (PRRP) and intends to apply part of the proceeds toward payments under the turnkey contract for Design, Development, and Establishment of a Central Remote Image Analysis Centre (RIAC) at Islamabad and 2 x Local RIACs at Chaman and Torkhum for Non-Intrusive Inspection Equipment.
- The Federal Board of Revenue (FBR) now invites sealed Proposals from eligible Proposers for the above Contract on turnkey basis as further detailed in the Request for Proposals document. The Contract shall be executed on a turnkey basis, including design, development, supply, installation, integration, testing, commissioning, training, and three (3) years operation and maintenance of the RIAC system.
- The procurement process will be conducted through international competitive procurement using a Request for Proposals (RFP) as specified in the World Bankās āProcurement Regulations for IPF Borrowersā Fifth Edition September 2023 (āProcurement Regulationsā), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Proposals will be evaluated in accordance with the evaluation process set out in the Request for Proposals document. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% Technical and 40% Financial.
- Interested eligible Proposers may obtain further information from Procurement Specialist (procsp.prrp@fbr.gov.pk) during 10:00 AM ā 04:00 PM (Pakistan Standard Time - Business Days) latest by five (05) working days till the deadline for proposal submission date.
- The Request for Proposals document in English may be downloaded from (https://fbr.gov.pk/tenders) without any fee(s)/ charge(s).
- A virtual pre-proposal session shall be held at 11:00 AM (Pakistan Standard Time) on June 04, 2026. Interested eligible Proposers may obtain the respective meeting link/ invite via writing an email addressed to the undersigned (Email: procsp.prrp@fbr.gov.pk).
- Proposals must be delivered to the address below on or before 11:00 AM (Pakistan Standard Time) dated July 06, 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked āORIGINAL PROPOSALā, and the inner envelopes marked āTECHNICAL PARTā will be publicly opened in the presence of the Proposersā designated representatives and anyone who chooses to attend, at the address below on the same day i.e., July 06, 2026, immediately after the Proposal submission deadline. All envelopes marked āFINANCIAL PARTā shall remain unopened and will be held in the safe custody of the Purchaser until the second public Proposals opening.
- All Proposals must be accompanied by a āProposal Securityā of PKR 28,000,000 /- or USD 100,000/-, or the equivalent amount in any freely convertible currency as per the details/ requirements given at the respective section(s)/ clause(s) in the Request for Proposal document.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposerās beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposal document.
