NIGERIA ENHANCING VOCATIONAL TRAINING DELIVERY FOR THE NIGERIAN POWER SECTOR CONSULTING SERVICES Request for Expressions of Interest Design, Supply, Customization and Implementation of Educational Enterprise Resource Planning System for NAPTIN Headquarters and Eight Regional Training Centres IPC No: NAPTIN/AFD/ERP/IPC/004/OCT./2026 Client: National Power Training Institute of Nigeria (NAPTIN) Financier : French Development Agency (AFD) October, 2026 NIGERIA ENHANCING VOCATIONAL TRAINING DELIVERY FOR THE NIGERIAN POWER SECTOR CONSULTING SERVICES Request Expressions of Interest (REOI): Background and invitation The National Power Training Institute of Nigeria (NAPTIN) has received financing from Agence Française de Développement ("AFD") to implement the project: “Enhancing Vocational Training Delivery for the Nigerian Power Sector”, and intends to use part of the funds thereof for payments under the contract for the Design, Supply, Customization and Implementation of an Educational Enterprise Resource Planning (ERP) System for NAPTIN Headquarters and Eight Regional Training Centres (RTCs) at Akangba, Ijora, Kainji, Afam, Enugu, Jos, Kaduna and Kano. The wider vocational training project is supported by AFD and the European Union. NAPTIN provides training and related institutional services through its Headquarters in Abuja and a network of Regional Training Centres. The ERP deployment will strengthen the institutional systems that support training delivery, financial accountability, procurement, workforce administration, asset management, corporate services and management decision-making across this network. It will establish an integrated digital operating environment in which authorised users can access reliable information, route approvals, monitor responsibilities and obtain consolidated institutional and centre-level reports. The deployment responds to the need to automate routine manual processes, improve coordination between departments and locations, reduce duplicate records and fragmented reporting, and make operational and performance information available for timely action. The existing Training Management Information System (TMIS) will form the core of the educational ERP and will be integrated with the other functional modules through documented and secure interfaces. The Services of the consultant shall consist of Design, Supply & Implementation of an Educational Enterprise Resource Planning (ERP) Solution for NAPTIN Abuja Headquarters (HQ) and 8 RTCs at Akangba, Ijora, Kainji, Afam, Enugu, Jos, Kaduna and Kano. Description of the Services The assignment covers NAPTIN Headquarters in Abuja (Federal Capital Territory) and eight Regional Training Centres: Akangba and Ijora (Lagos State), Kainji (Niger State), Afam (Rivers State), Oji River (Enugu State), Jos (Plateau State), Kaduna (Kaduna State) and Kano (Kano State). The objective is to automate administrative and operational processes, integrate information and approvals across departments and centres, improve data accuracy and traceability, strengthen financial accountability and auditability, and support timely reporting and evidence-based decisions through a secure, scalable and maintainable platform. NAPTIN already operates a Training Management Information System (TMIS), which shall remain the core training management component. The Services include assessment of its architecture, functionality, data structures, interfaces and security; definition and implementation of secure integration with the ERP; and any justified interface enhancements, subject to NAPTIN’s approval. Existing TMIS records and continuity of training operations must be preserved. Any proposed TMIS modification shall be justified, clearly costed and approved before implementation. The functional coverage comprises human resources; financial management; audit and internal control; procurement; inventory and stores; assets and maintenance; workflows and approvals; tasks and collaboration; legal and contract management; customer relationship management; monitoring and evaluation; document and records management; and management reporting and analytics. These functions shall provide a coherent user experience, linked records and consistent institutional processes while accommodating approved departmental and centre responsibilities. Integration shall connect training programmes, schedules and resources; learner, client and sponsor records; fees, invoices, payments and reconciliation; instructor assignments; training-related procurement, consumables, equipment and assets; and performance indicators. The Services include defining authoritative data sources, record matching and synchronisation, preventing duplication and unauthorised changes, and designing, configuring, documenting and testing interfaces, including end-to-end exchange, reconciliation, access controls and error handling.
