1. The Hyderabad Electric Supply Company (HESCO) has received financing from World Bank towards the cost of Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds toward payments under the contract for Design, Supply, Installation, Testing and Commissioning of New GIS (Gas Insulated Sub-Station) Grid Station at River bund along with the associated 132 kV feeding transmission line.
2. The HESCO now invites sealed Bids from eligible Bidders for following New 132 kV GIS (Gas-Insulated Substation) grid station with One (01) 40 MVA power transformers, along with the associated 132 kV feeding transmission line at River Bund.
3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bankâs âProcurement Regulations for IPF Borrowersâ dated November 2020 âProcurement Regulationsâ and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from the office of Chief Engineer (Development) PMU HESCO, Hyderabad at the address below during office hours i.e. 0900 Hours to 1600 Hours at âBungalow No. A1, HESCO Power Wing Colony Hussainabad Hyderabad.â
5. The bidding documents in English shall be available free of cost and may be downloaded from the Employerâs website https://www.hesco.gov.pk . The Bidders downloading bidding documents are required to inform the Purchaser in writing of their interest and contact details to receive any clarifications or addenda. Alternatively, the bidding document in English may also be purchased by interested Bidders upon the submission of a written application on companyâs letter head to the below address and through courier services pre-arranged by the bidder at its own cost. The documents may also be collected in person. No liability will be accepted for loss or late delivery of the documents. No bidding document will be issued on the opening date.
A pre-bid meeting shall be held on Dated 03-06-2026 in accordance with ITB 7.1.
6. Bids must be delivered to the address below on or before 30 June 2026 at 11:00 AM Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 30 June 2026 at 11:00 AM
7. All Bids must be accompanied by a âBid Securityâ as detailed below;
