The Government of the Republic of Maldives has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification(D’MADD) Project, and intends to apply part of the proceeds toward payments under the contract for Development and Implementation of a Fixed Broadband Quality of Service (QoS) and Quality of Experience (QoE) Monitoring System.

The Ministry of Homeland Security, Labour and Technology now invites sealed Proposals from eligible Proposers for the procurement of Development and Implementation of a Fixed Broadband Quality of Service (QoS) and Quality of Experience (QoE) Monitoring System without the use of hardware probes, capable of measuring, monitoring, and reporting Quality of Service (QoS) and Quality of Experience (QoE) indicators (such as download/upload throughput, latency, jitter, packet loss, web browsing performance, video streaming quality, service availability etc) for fixed broadband networks.

The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70%.

Interested eligible Proposers may obtain further information from Ministry of Homeland Security, Labour and Technology, Dr. Ibrahim Waheed, procurement.dmadd@home.gov.mv. The Request for Proposals (RFP) document will be available for download from https://www.home.gov.mv/ during the proposal submission period.

Proposals must be delivered to the address below on or before 10:00AM, 7th September 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 10:00AM, 7th September 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

All Proposals must be accompanied by a “Proposal Security” of MVR 15,420 or an equivalent amount in USD. The Bid shall remain valid for 140 days from the date of proposal opening.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
